Governor Bobby Jindal today thanked U.S. Department of Transportation Secretary Mary Peters for her announcement that Louisiana will receive $2 million in immediate emergency funds for roads and bridges damaged from Hurricane Ike.
"I appreciate the federal government's recognition of the toll Ike took on our infrastructure," Jindal said. "This $2 million will be put to very good use as we work to remove debris and re-open damaged roads and bridges. We will continue to work to get the additional resources we need to complete this work."
In a statement issued today, Peters called the money “a down payment on our commitment to the people of this region” and announced that Louisiana would receive the money as "quick-release" funds from the Federal Highway Administration's (FHWA) Emergency Relief Fund. The quick-release funds help Louisiana's cash flow as the state continues its emergency response and recovery work.
Damage assessment teams from the Federal Highway Administration (FHWA) and the Louisiana Department of Transportation and Development (DOTD) continue to assess hurricane affected areas. For Ike, DOTD estimates it will cost about $66 million to repair roads and bridges that receive federal highway funding and to pickup debris along those routes.
DOTD Secretary William D. Ankner said, "We thank Secretary Peters for these first funds, which will immediately go toward expenses we are incurring every day. We look forward to continuing this federal-state partnership as we address our $66 million in needs from Ike."

And of course pages 12 and 14 show that..... And speaking of cost, being as I am willing to provide projects on an at cost basis, and Louisiana and the Nation sort of appears to be strapped for cash, I would think that when there is a probability of obtaining projects for the safety and the protcetion of Louisiana from storm surges that if something costs 3 to 4 times less and provides better if not the same protection and longetivity, then perhaps the financial gurus that spend the tax dollars should be looking into this... Ahhhhh, me Dubbly Bubbly Weisenheimer…… As for the genteel gentry I am not embarrassed to say, and I will freely admit to being proud to have friends in ‘lowly places’. And if perhaps some of them take offense at my postulations, well, all I have to say is; “Beers to you”, or perhaps I will go as far as to say; “Beers for the Horses, and whiskey for the men”. Genteel people, hmmmm, yeah I have a fondness of them sometimes. I enjoy showing them alternative methods that can lead to overall improvements in conditions that surround us as a whole. It is sort of fun to watch their eyes sort of glaze over just before they spring wide open as a result of an epiphany or paradigm shift I sometimes coax from within their souls. And then there are those that have never done much of anything in life, and for the most part are self absorbed egotistical megalomaniacs…….. These folks really are not worth dialoging with or worrying about because in reality they amount to nothing more than puffed up smidgens of blow fish spunk. This type of person likes to sit around all coiled up and hissing and then they strike when their scales are rubbed the wrong way. Oh sure, when spited, they can make a persons life miserable, but like my father in law used to tell me; “Smitty, the wind doesn’t always blow up the same old dogs bunghole every day”. So hopefully as far as I am concerned, and as should a majority of the citizens of Southern Louisiana be as well, one day these impeders to progress and change will face their ‘wreckonings’ (reckonings, ha-ha-ha-ha!). And that my dear and esteemed compadre or colleague, or expatriot, or whatever you want to term yourself as is just about the truth and facts of the matters…. What is really excellent is when forward thinking people step out and make something positive, something meritorious happen in the face of those who are sitting around and putting all their energy into damning an approach that will bring about positive change. Change, we hear people chanting that mantra on the tele-tube day after day. Unfortunately it appears that for the most part, their concept of change, if one is indeed desired, would be to twirl a magic fairy wand around a subject 3 or 4 times, stamp their foot two or three times, spit over their right shoulder and say “Bibbidi-Bobbidi-Boo”. Ha-ha-ha-ha-ha-ha-ha-ho-ho-ho!!!!!! A story comes to mind about a gal of Austrian, or Hungarian descent (no, not decent, the word is DESCENT). Well, one day this gal became a queen and as the commoners around her starved to death she gleefully clucked; “S'ils n'ont aucun pain… Ils peuvent manger le brioche….. Ohhhhh………Tee-hee-hee-hee……………” “Brioche”, or “cake” as it was used in this instance is often misunderstood by most people. In the old days, when bread was baked in brick ovens, the interior, or the walls of the oven would be covered, or ‘caked’ with black residue that emitted from the bread during the baking processes. I would think that the folks at Pecan Island, or in Terrebonne Parish, or Assumption Parish, or St. Bernard Parish would be extremely grateful to learn that they could have offshore barrier islands which designs would be based on my cost efficient technological format could be made available to them in their regional offshore Louisiana territorial waters in rapid fashion. In fact, I think if you asked a lot of residents of those vicinities they probably wish work on those type of things had of been initiated in early 2006. And as far as the Katrina/Rita victims are to be concerned, I should imagine quite a few of them would have wished I had been providing those things back in 1997 when I first alterted the United States Army Corp of Engineers as well as the Governor’s office of Louisiana to my technological advancement and the services it could provide……. Yes, I believe in shedding some light on things that slither in the dark, dank, and often obscene chambers of power. I can assure you, me Dubbly Bubbly Weisenheimer that it would be a pleasure and an honor for me to meet and dialog with any progressive, or forward thinking ‘genteel’ or authorative representative of Louisiana public policy and decision making processes that has the integrity to cause additional safety and protection at a lower cost, and in a more rapid and successive fashion to become available to the citizenry for whom it was installed to serve. 'course I forgot, I had loaded up a bunch of folks and took them to North Lousiana a few days previous, managed to get gas in Morgan City before it shut down (stocked up on ice, beer and wine too.). I had already went to the local Wally World and stocked up on cans of soup, oysters, sardines, crackers, pudding cups (yum, chocolate swirl!) some juicy juice packs, filled water jugs, loaded the freezer with ice etc. Then, in between road clearing I saw a house full of retards in the projects, so I loaded them up in my truck, took them across the river so they could get bottled water, and MRE's. This sort of went on all day, that's why I only got 6 hours of work in. As I saw folks in the projects, I'd ask if they had any bottled water or food, usually the answer was NO. I wondered why. So I ran them all to the MRE depot. Did this for about two days. Then waited around for the power to come on and hoped the freezer didn't thaw out. Oh well, life during a hurricane I suppose. I thought parish inmates were used to pick up trash and debris on the roadsides. And I certainly hope that the rainwater didn't wash those bridge surfaces too hard. Or were they perhaps engineered and built in a less than structurally sound fashion? Not really too sure on this subject, looks like a bunch of funny math, reasoning, and bovine scatology to me. Sort of funny, but I sat under a bridge when Gustav passed. I had been out surfing at Pt. Au Fer the day before, anyways, at 12:30 I drove out from under the bridge, hooked a chain to my hitch and cleared trees, and limbs off them for about :45 minutes while the outer wall of the eye was still around. And when the winds changed, I went back under the bridge. And then at around 2:45 I reemerged and continued on till dark. The next day I did the same thing for around 6 hours. I guess I cleared somewhere around 35 or 40 streets. Finally the town sent there crews out, but the work was already done. No one offered me any paycheck.
