Governor Jindal Signs Louisiana Bills Into New Law

BATON ROUGE – On Monday, Governor Jindal vetoed 258 line item spending bills.  TToday, Governor Bobby Jindal announced that he has signed the following bills passed by the legislature into law:

 

HB 115 – Lambert

This bill authorizes law enforcement agencies to release information in certain cases when a child escapes from a juvenile detention center.

 

HB 133 – Lopinto

This bill authorizes the court to order structured settlements in certain final judgments.

 

HB 193 – Katz

This bill provides for medical malpractice coverage for physicians who offer voluntary telemedicine services for the Department of Health and Hospitals.

 

HB 401 – Morrell

This bill authorizes Orleans Parish to create a special district with tax increment financing (TIF) authority.

 

HB 465 – LaBruzzo

This bill authorizes Jefferson Parish to create a special district with tax increment financing (TIF) authority.

 

HB 748 – Wooton

This bill provides for the reimbursement to private health care providers for costs of extraordinary medical expenses of inmates under certain circumstances.

 

HB 781 – Waddell

This bill relates to the unlawful exercise of notary powers.

 

HB 799 – Baldone

This bill requires prostheses, orthoses, prosthetic services, and orthotic services which are purchased by a state agency to be provided by an accredited facility.

 

HB 868 – Richmond

This bill amends composition of the sentencing commission.

 

HB 876 – Richmond

This bill creates the Louisiana Council on Social Status of Black Men and Boys.

 

HB 891 – Fannin

This bill relates to appeal and review procedures for state procurement of professional, personal, consulting and social services.

 

HB 903 – Lorusso

This bill authorizes certain agencies and entities in Orleans Parish to enforce health, safety, and welfare statutes and ordinances.

 

HB 954 – Ellington

This bill relates to electronic health care transactions.

 

HB 1109 – Fannin

This bill provides ancillary appropriations for operating expenses of the state for Fiscal Year 2008-2009.

 

HB 1202 – Greene

This bill relates to the relocation of children.

 

HB 1214 – Schroder

This bill provides for certain governmental interactions in child abuse and neglect cases.

 

HB 1272 – Tucker

This bill creates the Southeast Regional Airport Authority.

 

HB 1379 – Tucker

This bill establishes an Emergency/Disaster Medicine Review Panel.

 

SB 280 – Crowe

This bill creates the UNO Slidell Technology Park Fund.

 

SB 601 – Michot

This bill creates the Port Employment Benefits Trust Fund in the State Treasury.

 

SB 615 – L. Jackson

This bill extends the sunset on the Children's Cabinet.

 

SB 808 – Marionneaux

This bill relates to the capital outlay process.

Racism is defined in the webster dictionary as a belief that a race is the primary determinate of human traits and capacities and that racial difference produce and inherent superiority of a particular race. Racial prejudice or discrimination. HB 876 – Richmond This bill creates the Louisiana Council on Social Status of Black Men and Boys. Is this not a form of racism against all indivduals of another race in our state? I agree that we as a nation need to stop looking at the color of a man's skin and look at what is in his heart. This upsets me that we are not making progress and the dream of Martin Luther King is twisted by these groups to benefit their agendas. When do we as a country say the color of your skin or where you came from does not give you an excuse to benefit in any way from our government. I cannot believe our government would discriminate against the very citizen that they are sworn to serve. Couldn't the Black be left out and just be the Council on the Social Status of Men and boys? So if I am another ethnic group would the services offered from the organization be denied when they are using tax dollars that I pay as a citizen of this state? Where are we going as a society? Stop using your color as an excuse and educate yourself whatever ethnic group you fall into.

The Florida version of this program states it will "...make a systematic study of the conditions affecting black men and boys, including, but not limited to, homicide rates, arrest and incarceration rates, poverty, violence, drug abuse, death rates, disparate annual income levels, school performance in all grade levels including postsecondary levels, and health issues." While I have stated I do no like treating individuals with prejudice due to associating them with a group identity, nevertheless there is a disparity as concerns the above mentioned issues among black males and altering this for the better would actually help both taxpayers as well as society in general. Florida Attorney General Bill McCollum, tasked with guiding the group has stated "We need to have programs to divert those children from the path that they're on." So this "could" (those ol' details again) be a good use of taxpayer funds, IMHO.
