Is the Bobby Jindal’s Louisiana Gold Standard of Ethics causing more problems than intended?Should the law be tweaked?Or, is the law doing exactly what was intended and that is to find the best individuals to serve government?
Often, there is good and bad with all legislation which sometimes includes unintended consequences.One of the major issues that seems to be occurring with Louisiana trying to achieve the “Gold Standard” of ethics is the mass resignation of individuals on boards and commissions who must begin to divulge financial information to meet the statute passed during the Ethics session.
The problem is a serious one since as of Wednesday afternoon, Bayoubuzz obtained a file from the Office of the Secretary of State and over two hundred individuals have filed their resignations with the Secretary.
Louisiana will now be required to locate individuals to replace these appointees in the various boards and commissions.
It is important to note that a number of these boards and commissions are integral to the running of government.It is also important to note that neither Bayoubuzz nor the Secretary of State is claiming that all of these resignations have occurred due to the ethics law which goes into effect on Monday, whether the filing with the Secretary constitutes the only department required for the individuals to give notice or if these are the final number of individuals to resign before the deadline expires for reporting.More individuals might resign.

VIRUS WARNING
There is a new virus going around, called "work." If you receive any sort of "work" at all, whether via email, internet or simply handed to you by a colleague...DO NOT OPEN IT.
This has been circulating around our building for months and those who have been tempted to open "work" or even look at "work" have found that their social life is deleted and their brain ceases to function properly.
If you do encounter "work" via email or are faced with any "work" at all, then to purge the virus, send an email to your boss with the words "I've had enough of your crap... I'm off to the pub." The "work" should automatically be forgotten by your brain. If you receive "work" in paper-document form, simply lift the document and drag the "work" to your garbage can. Put on your hat and coat and skip to the nearest bar with two friends and order three pints of beer (or rum punch). After repeating this action 14 times, you will find that "work" will no longer be of any relevance to you and that "Scooby Doo" was the greatest cartoon ever.
Send this message to everyone in your address book. If you do NOT have anyone in your address book, then I'm afraid the "work" virus has already corrupted your life.

I have to agree with RhettsWife that the grouping of resignations within certain boards or commissions suggests that the problems within certain entities are large enough that no one wants to be around when it's time for ethics reporting. I also would like to point out that, with the one noticeable exception of the Louisiana Ethics Board, there seems to be a local or regional character to most of the entities where we see multiple resignations. It is usually within regional or local boards or commissions whose members fall under ethics reporting that I would expect to see chicanery "in the dark," which is why we need the transparency of the ethics reforms. I take all of this to be indications of true reform, because it will force behavorial change, which is what we wanted. I'm also not unhappy to see Victor Bussie resign from the Board of Supervisors of the University of Louisiana System. However; there is one resignation I see that troubles me, Louisiana Board of Ethics member -- I think he might be the Chairman -- Henry C. Perret, Jr. This guy is as clean as a whistle and I am wondering if part of what we might be seeing in these resignations is just the question of "turnover" because he has been on that board since about the year 2000. Jindal is implementing a new regime and it may be that there is some behind-the-scenes maneuvering on his part and that of his staff to get his own appointees in place on the Ethics Board, an objective that seems likely given the emphasis he has placed upon the issue. The sheer number and in some instances duplicate resignations from various boards gives cause to wonder. Public servants should have nothing to hide. Whether you and your spouse are immensely wealthy or poor makes no difference to us. However, does your information leave open the possibility that some chicanery might appear or seem to appear? Questions are running through our minds. Perhaps indeed, there might be a need to tweak some of these rules but there is always in our minds, based on the history of appointments and chicanery, that some may well be hiding something.
