Louisiana Gov. JIndal Picks Coast, Prison, Arts Agencies Members

Governor Bobby Jindal announced appointments to three boards and commissions on Thursday.   Here are those announcements:

 

Jindal announced to the Governor’s Advisory Commission on Coastal Protection, Restoration and Conservation.

 

The Governor’s Advisory Commission on Coastal Protection, Restoration and Conservation serves to advise the governor on the status of Louisiana’s coastal protection and restoration program. Additionally, the commission strives to foster cooperation between federal, state and local agencies, conservation organizations and the private sector relative to coastal protection and restoration activities.

 

According to the statute, the commission is comprised of 36 members including the president of the Senate, the speaker of the House of Representatives, the chairs of the House and Senate Committees on Natural Resources, the chairs of the House and Senate Committees on Transportation, Highways and Public Works, or their designees. Also, two members serving on levee boards in districts located in the coastal zone are appointed by the Association of Levee Boards of Louisiana. The remaining 28 members are gubernatorial appointments, including the following:

 

Two members from the academic community;

Two members from the business and industrial community;

Two members from the nonprofit corporation community;

Two members from the conservation community;

Two members from the agricultural community;

Two members from governing bodies of political subdivisions of the state;

Two members from the energy production and distribution sector;

Two members representing the fishing community, one must be from the commercial fishing industry and one must be from the recreational fishing community;

One member from the oyster industry;

Two members representing coastal landowners;

Two members representing ports and related industries;

One member representing the maritime industry; and

Six members to be appointed at large by the governor.

 

Appointments to the Governor’s Advisory Commission on Coastal Protection, Restoration and Conservation:

 

Charles Allen, of New Orleans, is the assistant director of external relations for the Tulane/Xavier Center for Bioenvironmental Research and serves on the United States Green Building Council board of directors. Allen will serve as a representative of the nonprofit corporation community, as required by statute.

 

Ken Babcock, of Cordova, TN, is the senior director of conservation for Ducks Unlimited, Inc. and a member of the Corps of Engineers Environmental Advisory Board. Babcock will serve as a representative of the conservation community, as required by statute.

 

Andre Boudreaux, of Houma, is the owner of Boudreaux’s Marina, a commercial fishing operation. Boudreaux will serve as a representative of the commercial fishing industry, as required by statute.

 

Sen. Joel Chaisson, of Baton Rouge, is the president of the Louisiana Senate. Chaisson will serve as an ex-officio member, as required by statute.

 

Rep. Gordon Dove, of Houma, is the chair of the House Committee on Natural Resources. Dove will serve as an ex-officio member, as required by statute.

 

Alan Front, of San Francisco, CA, is a senior vice president for federal affairs and public policy with The Trust for Public Land, a national non-profit land conservation organization. Front will serve as a representative of the conservation community, as required by statute.

 

Ronald Gonsoulin, of New Iberia, is a veteran of the National Guard and the president of Ulysse Gonsoulin & Son Inc., a sugar cane, soybean and wheat farm. Gonsoulin will serve as a representative of the agriculture industry, as required by statute.

 

Reed Henderson, of Chalmette, is a member of the House of Representatives representing the 103rd District. Henderson will serve as the designee of the speaker of the House of Representatives, as required by statute.

 

Rep. Nita Hutter, of Chalmette, is the chair of the House Committee on Transportation, Highways and Public Works. Hutter will serve as an ex-officio member, as required by statute.

 

Mike Madison, of Alexandria, is the president and CEO of CLECO Corporation, an electric utility company, and Committee for a Better Louisiana board member. Madison will serve as a representative of the energy production and distribution sector, as required by statute.

 

Michael Titone, of Denham Springs, is a veteran of the United States Army and the president of the Mississippi River Maritime Association. Titone will serve as an at-large member, as required by statute.

 

Jim Tripp, of New York City, NY, is the general counsel for the Environmental Defense Fund and a member of the Coalition to Restore Coastal Louisiana. Tripp will serve as a representative of the nonprofit corporation community, as required by statute.

 

Governor Bobby Jindal announced the appointment of Angela Faulk to the Louisiana Commission on Human Rights.

 

The Louisiana Commission on Human Rights strives to safeguard individuals from discrimination on the basis of race, creed, color, religion, sex, age, disability or national origin in the workplace or any public accommodations by submitting recommendations to the office of the governor and the Louisiana legislature.

 

According to the statute, the commission is comprised of seven members appointed from each congressional district and two members appointed from the state at large. Additionally, the governor will appoint a chairman of the commission from the appointed members. All nine gubernatorial appointments are subject to senate confirmation.

 

Angela Faulk, of Abbeville, is a self-employed abstractor and member of the Lafayette Association of Professional Landmen. Faulk will serve as a representative of the 7th Congressional District, as required by statute.

 

Governor Bobby Jindal announced the appointment of Nunzio Molay to the Prison Enterprises Board.

 

The Prison Enterprises Board serves to lower the cost of incarcerating inmates by utilizing the resources of the Department of Safety and Corrections in the production of food, fiber and other necessities used by inmates. Additionally the board provides products and services to state and parish agencies, municipalities, public employees and other political subdivisions and offers lawful work opportunities to inmates.

 

According to the statute, the board is comprised of seven gubernatorial appointments to be submitted to the senate for confirmation, including:

 

One member knowledgeable in agronomy with experience as a farmer for the production of field crops for commercial purposes;

One member possessing technical and practical knowledge and experience in forest management;

One member specializing in livestock management, dairy operations, or both;

One owner or operator of a facility engaged in the processing of the types of agricultural products produced by prison enterprises;

One member specializing in manufacturing.

One member selected from nominations submitted by the Louisiana Association of Business and Industry; and

One member selected from nominations submitted by the Louisiana AFL-CIO.

 

Nunzio Molay, of Metairie, is a food service sales representative with Chisesi Bros. Meat Packing Company, a wholesale food processing company. Molay will serve as a member specializing in manufacturing, as required by statute.

 

Governor Bobby Jindal announced appointments to the Louisiana State Arts Council.

 

The Louisiana State Arts Council serves to address significant arts related issues of importance to Louisiana and approve grants awarded by the Louisiana Division of the Arts.

 

According to the statute, the council is comprised of 24 members including the secretary of the Department of Culture, Recreation and Tourism and the assistant secretary of the Office of Cultural Development, who serve as ex officio members. The remaining 22 members are gubernatorial appointments including the following:

 

Three members selected from nominations submitted by the lieutenant governor;

One member selected from nominations submitted by the president of the Louisiana Senate;

One member selected from nominations submitted by the speaker of the Louisiana House of Representatives;

One member selected from nominations submitted by the Louisiana Tourism Commission;

One member selected from nominations submitted by the Louisiana Alliance for Arts Education or its successor; and

Fifteen members holding civic, business or cultural leadership roles selected from nominations submitted by organizations representing artists and arts organizations including, but not limited to the Louisiana Partnership for the Arts.

 

Appointments to the Louisiana State Arts Council:

 

Rep. Steve Carter, of Baton Rouge, is a member of the Louisiana House of Representatives representing the 68th District. Carter was nominated by the speaker of the House of Representatives, as required by statute.

 

Robert Fisher, of LaPlace, is an art teacher at Destrehan High School and a member of the River Regions Art and Humanities Board. Fisher was nominated by the president of the Louisiana Senate, as required by statute.
