Louisiana Gov. Jindal Announces New Picks

Today, Governor Bobby Jindal announced appointments. He made the following appointment to the Louisiana Workforce Investment Council.

The Louisiana Workforce Investment Council serves to develop a strategic plan to coordinate and integrate a workforce development delivery system to ensure efficiency and cooperation between public and private entities by advising the governor on the needs of Louisiana’s employers and its workforce.

 

According to the statute, the council is comprised of 41 members including the governor, the director of the Louisiana Workforce Commission, the secretary of the Department of Social Services, the secretary of the Department of Economic Development, the state superintendent of education, the president of the Louisiana Community and Technical College System, the commissioner of higher education, the secretary of the Department of Public Safety and Corrections, the executive director of the office of elderly affairs and  one gubernatorial appointee who is a CEO of a community-based organization.  Additionally, members of the council include two representatives of parish and city government who may be selected from nominations submitted by various government associations, four representatives of organized labor selected from nominations submitted by the Louisiana AFL-CIO, two members of the Louisiana State Senate, appointed by the president of the Senate, and two members of the Louisiana House of Representatives, appointed by the speaker of the House. The remaining twenty-one members are gubernatorial appointments representing business and industry, of whom one must represent a woman-owned business and at least two must represent minority-owned businesses. The following members must be owners, CEOs, COOs or other high ranking officials, including:

 

  • One representative of the retail and wholesale sector, who may be selected from nominations submitted by various retail and wholesale associations;
  • One representative of the energy sector, who may be selected from nominations submitted by various energy associations;
  • One representative of the medical services and biotechnology sector, who may be selected from nominations submitted by various medical and biotechnology associations;
  • One representative of the entertainment and tourism sector, who may be selected from nominations submitted by various entertainment and tourism associations;
  • One representative of the information technology sector, who may be selected from nominations submitted by various information technology associations;
  • One representative of the durable goods and manufacturing sector, who may be selected from nominations submitted by various durable goods and manufacturing associations;
  • One representative of the construction sector, who may be selected from nominations submitted by various construction associations;
  • One representative of the agriculture and forestry sector, who may be selected from nominations submitted by various agriculture and forestry associations;
  • One representative of the financial  and insurance sector, who may be selected from nominations submitted by various financial and insurance associations;
  • One representative of the logistics and transportation sector, who may be selected from nominations submitted by various logistics and transportation associations; and
  • Eleven representatives of the general business community, who may be selected from nominations submitted by various business and industry associations.

 

Appointments to the Louisiana Workforce Investment Council:

 

Keith Brand, of Baton Rouge, is the training director for the Baton Rouge Area Electrical Joint Apprenticeship and Training Committee and an electrical apprenticeship instructor with the Louisiana Technical College’s Baton Rouge campus. Brand was nominated for reappointment by the AFL-CIO to serve as a representative of organized labor, as required by statute.

 

Julie Cherry, of Baton Rouge, is the secretary-treasurer for the AFL-CIO and the former president of the East Baton Rouge Federation of Teachers. Cherry was nominated for reappointment by the AFL-CIO to serve as a representative of organized labor, as required by statute.

 

Donald Denese, of Slidell, is a retired business manager for the Iron Workers Local Union 59 in New Orleans, and is a former president of the Southeast Louisiana Building and Construction Trades Council of New Orleans. Denese was nominated by the AFL-CIO to serve as a representative of organized labor, as required by statute.

 

Rick Gremillion, Jr., of Mandeville, is the president of DDS, LLC, an information technology and website design company. Gremillion will serve as a representative of the information technology sector, as required by statute.

 

Robert Huckeba, of Sulphur, is the training manager at the CITGO Lake Charles Manufacturing Complex and is a member of the Louisiana Chemical Association Workforce and Education Committee. Huckeba will serve as a representative of the general business community, as required by statute.

 

Michael Mitternight, of Metairie, is the president of Factory Service Agency, Inc., a commercial air conditioning service and contracting company, and a former director of local health services within the Louisiana Department of Health and Hospitals. Mitternight was nominated by the National Federation of Independent Business to serve as a representative of the retail and wholesale sector, as required by statute.

 

Charles Moniotte, of Baton Rouge, is the CEO of Desselle Maggard Corporation, an industrial flow products distribution company, and a member of the Career Builders of Louisiana Board of Directors. Moniotte was nominated by the Louisiana Chemical Industry Alliance to serve as a representative of the durable goods and manufacturing sector, as required by statute. 

 

Thomas O’Neal, of Choudrant, is the president of Hercules Transport, Inc., a gas transportation company, and is a member of the Louisiana Association of Business and Industry Board of Directors. O’Neal was nominated by the Louisiana Motor Transport Association to serve as a representative of the logistics and transportation sector, as required by statute.

 

Mike Palamone, of Luling, is the CEO and managing partner of Urban Systems Associates, Inc., a traffic and transportation engineering and land use planning firm. Palamone will serve as a representative of the general business community, as required by statute.

 

Louis Reine, of Baton Rouge, is the current president of the Louisiana AFL-CIO and was formerly employed with the United States Department of Labor and the Louisiana Department of Health and Human Resources. Reine was nominated by the AFL-CIO to serve as a representative of organized labor, as required by statute.

 

Craig Roussel, of Lockport, is the vice president and CAO of Bollinger Shipyards, a military and commercial shipyard company, and the president of the Shipyard Association for Environmental Responsibility. Roussel will serve as a representative of the general business community, as required by statute.

 

Also, today, Governor Bobby Jindal announced the appointment of David Richard to the Coastal Protection and Restoration Authority.

 

The Coastal Protection and Restoration Authority serves to develop a comprehensive master plan regarding coastal protection and an annual plan regarding  protecting, conserving, and restoring the coastal area through the construction and management of hurricane protection and coastal restoration projects and programs.

 

According to statute, the board is comprised of 20 members, including the secretary of the Department of Natural Resources, the secretary of the Department of Wildlife and Fisheries, the secretary of the Department of Environmental Quality, the secretary of the Department of Transportation and Development, the secretary of the Department of Economic Development, the commissioner of administration, the commissioner of agriculture and forestry, the commissioner of insurance, the chair of the Governor’s Advisory Commission on Coastal Protection, Restoration and Conservation, the director of the Governor’s Office of Homeland Security and Emergency Preparedness, or their designees and the executive assistant to the governor for coastal activities. Three members are selected from among and by the presidents of the twelve levee districts of the Louisiana coastal zone, divided by the statute into three regions and four members are selected from among and by the presidents of four regions of levee districts established in the statute. The remaining two members are selected by the executive board of directors of the Police Jury Association of Louisiana from the governing authorities of parishes located in the coastal zone in which there are no levee districts.  One member must be from a parish west of the Atchafalaya River, one member must be from a parish east of the Atchafalaya River and they not reside in the same parish.

 

David Richard, of Lake Charles, is the executive vice president of Stream Property Management, Inc., an estate and property management company, and a former wildlife biologist for the Louisiana Department of Wildlife and Fisheries. Richard will serve as a member residing in a parish west of the Atchafalaya River, as required by statute.

Today, Governor Bobby Jindal announced the appointment of Bill Fenstermaker to the Interstate 49 South Feasibility and Funding Task Force.

 

The Interstate 49 South Feasibility and Funding Task Force serves to assess the benefits and support of upgrading U.S. 90 to an interstate. Additionally, the task force evaluates future impacts such an upgrade would have on Louisiana, its citizens and the environment.

 

According to executive order BJ 08-43, the task force is comprised of a maximum of 23 gubernatorial appointments including the following:

 

  • The governor or their designee; 
  • The secretary of the Department of Transportation and Development or their designee;
  • The chair of the House Committee on Transportation, Highways, and Public Works or their designee;
  • The chair of the Senate Committee on Transportation, Highways, and Public Works or their designee;
  • The Federal Highway Administrator for the state of Louisiana or their designee;
  • Representatives from communities along the span of U.S. 90 between the Westbank Expressway in New Orleans and I-10 in Lafayette;
  • A representative(s) of businesses located in South Louisiana;
  • A representative(s) of the Lafayette, Houma-Thibodaux, and New Orleans Metropolitan Planning Organizations;
  • A citizen of Louisiana whose principal business is farming to represent the farming community; and
  • Two at-large members.

 

Bill Fenstermaker, of Lafayette, is the chair and CEO of C.H. Fenstermaker and Associates, Inc., an oil and gas surveying, mapping, municipal engineering, environmental consulting and computer information system company. Fenstermaker was reappointed to serve as an at-large member, as required by statute.

Today, Governor Bobby Jindal announced appointments to the Law Enforcement Executive Management Institute Board.

The Law Enforcement Executive Management Institute Board serves to govern the Law Enforcement Executive Management Institute which coordinates the training of municipal chiefs of police in Louisiana.

 

According to the statute, the board is comprised of five members including the executive director of the Louisiana Commission on Law Enforcement and the Administration of Criminal Justice. The remaining four members are gubernatorial appointments including three current municipal chiefs of police who are Peace Officer Standards and Training certified selected from nominations submitted by the Louisiana Association of Chiefs of Police and one current mayor selected from nominations submitted by the Louisiana Municipal Association.

 

Appointments to the Law Enforcement Executive Management Institute Board:

 

Patrick LaSalle, of Patterson, currently serves as police chief for the city of Patterson. LaSalle was nominated for reappointment by the Louisiana Association of Chiefs of Police, as required by statute.

 

Chad Leger, of Scott, currently serves as police chief for the city of Scott. Leger was nominated by the Louisiana Association of Chiefs of Police, as required by statute.

Today, Governor Bobby Jindal announced the appointment of Richard Cole to the Geographic Information Systems Council.

 

 

The Geographic Information Systems Council serves to guide the development of geographic information systems, spatially enabled data, and geographically related information technology for the state of Louisiana.

 

According to statute, the council is comprised of the following seventeen members:

 

·        A representative of the Louisiana Senate, appointed by the president of the Senate;

·        A representative of the Louisiana House of Representatives, appointed by the speaker of the House;

·        A representative of the division of administration, appointed by the commissioner of administration;

·        A representative of the military department, appointed by the adjutant general;

·        A representative of the Department of Justice, appointed by the attorney general;

·        A representative of the Department of Agriculture and Forestry, appointed by the commissioner of agriculture;

·        A representative of the Department of Culture, Recreation and Tourism, appointed by the secretary;

·        A representative of the Department of Economic Development, appointed by the secretary;

·        A representative of the Department of Environmental Quality, appointed by the secretary;

·        A representative of the Department of Health and Hospitals, office of public health, appointed by the secretary;

·        A representative of the Department of Natural Resources, appointed by the secretary;

·        A representative of the Department of Public Safety and Corrections, appointed by the secretary;

·        A representative of the Department of Transportation and Development, appointed by the secretary;

·        A representative of the Department of Wildlife and Fisheries, appointed by the secretary;

·        A representative of the Department of Labor, appointed by the secretary

·        A representative of the Department of Social Services, appointed by the secretary;

·        A representative of the Department of Education, appointed by the superintendent of education;

·        A representative of the Louisiana Assessors Association, selected from nominations submitted by such association to the governor;

·        A representative of the Police Jury Association of Louisiana, selected from nominations submitted by such association to the governor;

·        A representative of the Louisiana Municipal Association, selected from nominations submitted by such association to the governor; and

·        A representative of the Louisiana Association of Planning and Development Districts, selected from nominations submitted by such association to the governor.

 

Richard Cole, of Sulphur, is the Calcasieu Parish assessor and has served the parish’s government for over a decade. Cole was nominated by the Louisiana Assessors Association, as required by statute.
