BATON ROUGE- On Wednesday and Thursday, Governor Bobby Jindal appears to have made more appointments to various boards and commissions than at any other time during his administration. The full range of appointments cover women, children, economic development, education, the coast, rehabilitation, wellness, health, zoning, transportation and various issues.
Below are the press releases of the appointments from Thursday and those from Wednesday:
Today, Governor Bobby Jindal announced appointments to the Louisiana Women’s Policy and Research Commission.
The Board advises the governor, through the special assistant to the governor on women's policy, on the particular hardships, concerns, and needs that challenge women in Louisiana and possible solutions.
According to statute, the board consists of the following members or their designees: special assistant to the governor on women's policy, the commissioner of administration, the secretary of the Department of Social Services, the secretary of the Department of Health and Hospitals, the superintendent of the Department of Education, the secretary of the Department of Labor, the executive director of the Office on Women's Policy, the executive director of the Children's Cabinet, the commissioner of higher education, the chair of the Women's Legislative Caucus, and the secretary of the Department of Economic Development. Additionally, two members must be selected from the Women's Legislative Caucus and thirteen Louisiana women who have significant academic or professional expertise in one or more of the following areas: business or industry, economics, education, demographics, public health, law, social science and/or social work, violence against women, gender studies, and youth organizations focused solely on girls, and women's organizations.
Appointments to the Women’s Policy and Research Commission:
Kristyn Carver, of New Orleans, is a counseling professor at New Orleans Baptist Theological Seminary and is the owner and director of Audubon Counseling Services. Carver will represent individuals who have significant academic or professional expertise in social sciences or social work, as required by statute.
Anne Causey, of Leesville, is the former president of the Leesville Chamber of Commerce and works at the Sabine State Bank. Causey will represent individuals who have significant academic or professional expertise in economics, as required by statute.
Dr. Sally Clausen, of Baton Rouge, is the commissioner of Higher Education at the Louisiana Board of Regents and will serve on the board, as required by statute.
Angele Davis, of Baton Rouge, is the commissioner of the Department of Administration and will serve on the board, as required by statute.
Tia Edwards, of Baton Rouge, is the deputy secretary of the Department of Labor and will serve as the secretary of the Department of Labor’s designee to the board, as required by statute.
Fran Gladden, of Baton Rouge, is the undersecretary at the Louisiana Department of Economic Development and will serve as the secretary of the Department of Economic Development’s designee to the board, as required by statute.
Shonda Houston, of Logansport, is the director of Youth Programs at the Volunteers for Youth Justice Association in Shreveport and will represent individuals who have significant academic or professional expertise in youth organizations focused solely on girls, as required by statute.
Kelly Hurtado, of Baton Rouge, is the vice president of Public Awareness for “The Baton Rouge Business Report” and will represent individuals who have significant academic or professional expertise in business or industry, as required by statute.
Nita Hutter, of Chalmette, is a member of the Louisiana State House of Representatives representing the 104th District and is the chair of the Women’s Legislative Caucus. Hutter will serve on the board, as required by statute.
Pam Jenkins, of Hammond, is a member of the National Federation of Republican Women and the Hammond Area Republican Women’s Club. Jenkins will serve as a representative of a women’s organization, as required by statute.
Kay Katz, of Monroe, is a member of the Louisiana State House of Representatives representing the 16th District and is a member of the Women’s Legislative Caucus. Katz will serve on the board, as required by statute.
Angele Romig, of New Orleans, is the chief administrative officer for GCR & Associates and will represent individuals who have significant academic or professional expertise in demographics, as required by statute.
Jane Smith, of Bossier City, is a member of the Louisiana State House of Representatives representing the 8th District and is a member of the Women’s Legislative Caucus. Smith will serve on the board, as required by statute.
Tania Tetlow, of New Orleans, is an associate professor of law and director of the Tulane Law School Domestic Violence Clinic, and will represent individuals who have significant academic or professional expertise concerning violence against women, as required by statute.
Ann Williamson, of Baton Rouge, is the secretary of the Department of Social Services and will serve on the board, as required by statute.
Janie Wise, of Alexandria, is the missions and ministry strategist for the Louisiana Baptist Convention’s Women’s Ministry and will serve as a representative of women’s organizations, as required by statute.
BATON ROUGE - Today, Governor Bobby Jindal announced appointments to the Governor's Advisory Commission on Coastal Protection, Restoration and Conservation.
The Governor's Advisory Commission on Coastal Protection, Restoration and Conservation serves to advise the governor and the executive assistant for coastal activities relative on the overall status and direction of the state's coastal protection and restoration program.
According to statute, the commission is comprised of the following gubernatorial appointments:
- Two members from the academic community
- Two members from the business and industrial community
- Two members from the nonprofit corporation community
- Two members from the conservation community
- Two members from the agricultural community
- Two members from governing bodies of political subdivisions of the state
- Two members from the energy production and distribution sector
- Two members who represent the fishing community
- One of whom must be from the commercial fishing industry
- One of who must be from the recreational fishing community
- One member from the oyster industry
- Two members to represent coastal landowners
- Two members to represent ports and related industries
- Six members can be appointed as at-large members by the governor
The following members or their designees will serve as ex-officio members:
- President of the Senate
- Speaker of the House of Representatives
- Chair of the House Committee on Natural Resources
- Chair of the Senate Committee on Natural Resources
- Chair of the Senate Committee on Transportation, Highways and Public Works
- Chair of the House Committee on Transportation, Highways and Public Works
There shall also be two members appointed by the Association of Levee Boards of Louisiana from the members of levee boards having districts located in whole or in part within the Louisiana coastal zone and one member is appointed by the governor representing the maritime industry.
Finally, the governor or the commission may request employees of federal agencies involved with coastal restoration activities to participate as nonvoting members of the commission.
Appointments to the Governor's Advisory Commission on Coastal Protection, Restoration and Conservation:
Rep. Damone Baldone, of Houma, is a member of the Louisiana State House of Representatives representing the 53rd District. He is the chairman of the House Committee on Natural Resources and will serve on the commission, as required by statute.
Tommy Capella, of Metairie, is an at-large councilman in Jefferson Parish and will serve as a representative a governing body of political subdivisions of the state, as required by statute.
James Coleman, of Baton Rouge, is the Boyd Professor for the Coastal Studies Institute at Louisiana State University. Coleman’s specializes in coastal and marine processes and coastal management. Coleman will serve as a representative of the academic community, as required by statute.
Captain Mark Delesdernier, of New Orleans, is a retired river pilot with the Crescent River Port Pilots. Delesdernier will serve as an at-large member, as required by statute.
Sen. Reggie Dupre, of Houma, is a member of the Louisiana State Senate representing the 20th District. He is the chairman of the Senate Committee on Natural Resources and will serve on the commission as required by statute.
Berwick Duval, of Houma, is an attorney with Duval, Funderburk, Sundbery, Lovell & Watkins and is on the Board of Directors for the Executive Committee of the Coastal Conservation Association of Louisiana. Duval will serve as a representative of the fishing community as required by statute.
Ted Falgout, of Galliano, is the executive director of the Port of Fourchon in Lafourche Parish and will represent the ports and their related industries, as required by statute.
Gerald E. Galloway, of Maryland, is an engineering professor at the University of Maryland and a visiting scholar at the U.S. Army Corps of Engineers Institute for Water Resources. Galloway will serve as a representative of the academic community, as required by statute.
Channing Hayden, of Lake Charles, is the director of navigation and security for the Port of Lake Charles and will represent the ports and their related industries, as required by statute.
Paul McIlhenny, of Avery Island, is the president and chief executive officer of the McIlhenny Company. McIlhenny will serve as a representative of the business and industrial community, as required by statute.
Mark Piazza, of Abbeville, is the mayor of Abbeville and will serve as a representative of a governing body of political subdivisions of the state, as required by statute.
Gray Stream, of Lake Charles, is the vice-president of the Gray Estate and Stream Companies and will represent landowners, as required by statute.
Michael Voisin, of Houma, is the owner and manager of Motivatit Seafoods, Inc., which harvests, processes and distributes oysters. Voisin will serve as a representative of the oyster industy, as required by statute.
Linda Zaunbrecher, of Gueydan, is a rice farmer and is the former president of the Louisiana Rice Growers Association. Zaunbrecher is the 3rd vice-president of the Louisiana Farm Bureau Federation and also serves on the Rice Research Board. She will serve as a representative of the agricultural community, as required by statute.
Today, Governor Bobby Jindal announced the appointment of Joseph Oster to the St. Bernard Parish Boards of Election Supervisors.
The Parish Boards of Election Supervisors oversees the preparation and the conduct of elections within their respective parishes. Each parish board of election supervisors is composed of the registrar of voters, the clerk of court, the chair or designee of each parish-recognized political party, and a gubernatorial appointment.
Joseph Oster, of Chalmette, is a paralegal and licensed private investigator. Oster served as the vice-chair of the St. Bernard Parish Planning and Zoning Board and will serve as the Governor’s designee on the Board.
Today, Governor Bobby Jindal announced the appointment of Jennifer Lanasa to the Louisiana Real Estate Commission.
The Louisiana Real Estate Commission serves to protect the public interest in real estate transactions and other real estate related activities.
According to statute, the commission is comprised of nine gubernatorial appointments which are subject to senate confirmation and include one member appointed from each of the seven Louisiana Supreme Court districts. Two members will serve as at-large members.
Jennifer Lanasa, of New Orleans, is the owner of Lanasa Realty Co., and has been a licensed real estate agent since 1986. Lanasa has also been a licensed broker since 1993 and will represent the 7th Supreme Court District, as required by statute.
Today, Governor Bobby Jindal announced appointments to the Louisiana Transportation Authority.
The Louisiana Transportation Authority promotes, plans, finances, develops, constructs, controls, regulates, operates, and maintains any toll way or transit way to be constructed within its jurisdiction. The authority also serves to administer and disburse the funds deposited into the Transportation Mobility Fund.
According to the statute, the board is composed of nine gubernatorial appointments including the following or their designees: the governor, the secretary of the Department of Transportation and Development, who shall serve as chair of the board, the secretary of the Department of Economic Development, the President of the Louisiana Senate, the Speaker of the Louisiana House of Representatives, the chair of the House Committee on Transportation, Highways and Public Works, the chairman of the Senate Committee on Transportation, Highways and Public Works Committee. Additionally, one member is appointed by the governor from the Louisiana Planning Council, and one member is appointed by the governor from the state at-large and will represent Louisiana business and industry.
Appointments to the Louisiana Transportation Authority:
Jackie Adcock, of Shreveport, is the owner of North American Railway Services and will serve as an at-large member representing Louisiana business and industry, as required by statute.
Bill Ankner, of Baton Rouge, is the secretary of the Louisiana Department of Transportation and Development and will serve as chair of the board, as required by statute.
Kevin Davis, of Slidell, is the parish president of St. Tammany and serves on its Regional Planning Commission. Davis will represent the Louisiana Planning Council, as required by statute.
Stephen Moret, of Baton Rouge, is the secretary of the Department of Economic Development and will serve as the governor’s designee to the board, as required by statute.
Today, Governor Bobby Jindal announced appointments to the Louisiana Rehabilitation Council.
The Louisiana Rehabilitation Council works with Louisiana Rehabilitation Services (LRS) to ensure the involvement of individuals with disabilities in the development and delivery of vocational rehabilitation services to Louisianans with disabilities. The Louisiana Rehabilitation Council consults with and advises the LRS on the performance of its responsibilities under Title I of the Rehabilitation Act, especially in the areas related to eligibility, extent, and scope of services provided. The council also conducts a review and analysis of the effectiveness of, and consumer satisfaction with, rehabilitation services.
According to executive order, the council is comprised of twenty-five members who are appointed by the governor for a term of up to three years and includes one representative from a parent training and information center, one representative from the Statewide Independent Living Council, one representative of the Client Assistance Program (CAP), one representative from the service providers for the community rehabilitation program, four representatives of business, industry, and labor, one representative of the State Workforce Investment Board, one representative of the state educational agency responsible for the public education of students with disabilities, one director of a project carried out under Section 121 of the Federal Rehabilitation Act Amendments of 1998, and twelve members representing a cross section of the following categories: individuals with physical, cognitive, sensory, and mental disabilities, representatives of individuals with disabilities who have difficulty representing themselves, and current or former applicants for vocational rehabilitation services.
The non-voting ex-officio members of the council include one vocational rehabilitation counselor with knowledge of and experience in vocational rehabilitation programs, and the director of the Louisiana Rehabilitation Services.
Appointments to the Louisiana Rehabilitation Council:
Diane Mirvis, of Shreveport, is the director of the Client Assistance Program (CAP), Louisiana’s protection and advocacy agency and will serve on the council, as required by executive order.
Keita Rone, of Baton Rouge, is the Disability Transition coordinator for the Louisiana Department of Education and will serve on the council, as required by executive order.
Roseland Starks, of Baton Rouge, is the director of Louisiana Rehabilitation Services in the Louisiana Department of Social Services and will serve as an ex-officio member, as required by executive order.
Robert Wilson, of Baton Rouge, is the executive director of Louisiana’s Statewide Independent Living Council and will serve on the council, as required by executive order.
Today, Governor Bobby Jindal announced the appointments to the Red River, Atchafalaya, and Bayou Boeuf Levee District.
The Board of Commissioners of the Red River, Atchafalaya, and Bayou Boeuf Levee District is responsible for maintaining the integrity of the levees and maintaining the levee drainage system within the district.
According to statute, the board is comprised of three commissioners who are nominated by the legislative delegation in their respective parishes and one member is selected from each of the following parishes: Rapides, St. Landry, and Avoyelles. The appointments are subject to senate confirmation.
Appointments to the Louisiana Red River, Atchafalaya, and Bayou Boeuf Levee District:
Norman Budd, of Alexandria, is a retired contractor with more than forty years of experience and is a former member of the Red River Waterway Commission. Budd was nominated by Senator William McPherson of the Louisiana State Senate and will represent Rapides Parish, as required by statute.
Keith LaCombe, of Simmesport, is a wheat and soybean farmer and a former member of the Avoyelles Parish Police Jury. LaCombe was nominated by Senator Eric LeFleur of the Louisiana State Senate and will represent Avoyelles Parish, as required by statute.
Carlos Polozola, of Melville, is a self-employed farmer and is the vice-president on the Farm Bureau Board of Directors. Today, Governor Bobby Jindal announced appointments to the Commission on Men's Health and Wellness.
The Commission on Men's Health and Wellness serves to study and make recommendations relative to improving the health of men living in Louisiana.
According to senate concurrent resolution, the board is comprised of four gubernatorial appointments recommended by the senate, four members are selected by the President of the Senate, four members are selected by the Speaker of the House of Representatives, and the chief health officer of the Department of Health and Hospitals.
Appointments to the Commission on Men's Health and Wellness:
Dr. Anil Chhabra, of Shreveport, is a cardiologist at Cardiovascular Consultants and specializes in the field of invasive cardiology. Chhabra was recommended by the senate, as required by senate concurrent resolution.
Michael Driggs, of Eunice, is a physical therapist and certified athletic trainer with Rehab Xcel. Driggs was recommended by the senate, as required by senate concurrent resolution.
Dr. Louis Montelaro, of New Roads, is a general practitioner at Our Lady of the Lake Hospital family practice clinic in New Roads and was recommended by the senate, as required by senate concurrent resolution.
Polozola was nominated by Senator Eric LeFleur of the Louisiana State Senate and will represent St. Landry Parish, as required by statute.
Today, Governor Bobby Jindal announced appointments to the Port of South Louisiana Commission.
The commission serves to regulate the commerce and traffic using the public facilities administered by the port within the port area which includes St. Charles, St. John the Baptist, and St. James Parishes.
According to statute, the commission is comprised of seven members that serve a term concurrent to that of the governor. One member is appointed by the parish president from each parish within the territorial jurisdiction of the port and must be confirmed by two-thirds of the members of the respective parish council. The three members selected by the parish presidents are selected from nominations which includes nominations by the Louisiana Farm Bureau, Louisiana AFL-CIO, the Southern University River Parishes Alumni Association, the River Region Chamber of Commerce, the River Parishes Chemical Industry Council, the Grain Elevator and Processing Society, the Greater New Orleans Barge Fleeting Association, and the New Orleans and the Baton Rouge Pilots Association.
Additionally, two members are appointed by the governor from nominations that include one nominee from each parish located within the territorial jurisdiction of the port submitted to him by each of the following organizations: the Louisiana Farm Bureau, the Louisiana AFL-CIO, the Southern University River Parishes Alumni Association, and the River Region Chamber of Commerce. One member is appointed by the governor from nominations that include one nominee from each parish located within the territorial jurisdiction of the port submitted to him by each of the following organizations: the River Parishes Chemical Industry Council, the Grain Elevator and Processing Society, Greater New Orleans Barge Fleeting Association, and the New Orleans and Baton Rouge Port Pilots Association. One member who resides within the territorial jurisdiction of the port is appointed by the governor to serve at-large. Each appointment is submitted to the senate for confirmation.
Appointments to the Port of South Louisiana Commission:
Louis A. Joseph, of Edgard, is a data analyst for Union Carbide Corporation, a subsidiary of the Dow Chemical Company. Joseph is a member of the River Parishes Community College Foundation Board. Joseph was nominated by the AFL-CIO and will represent St. John Parish, as required by statute.
Gregory J. Gravois, of Vacherie, is the owner, president and manager of Gen-Con, Inc, a general contracting firm in St. James Parish. Gravois is a licensed contractor and master plumber. Gravois was nominated by the AFL-CIO and will represent St. James Parish, as required by statute.
Robert “Poncho” Roussel, of Paulina, is a retired operations manager at Marathon Oil Company and will represent St. James Parish, as required by statute.
Today, Governor Bobby Jindal announced new appointments to the Louisiana Fire Prevention Board of Review.
The Louisiana Fire Prevention Board of Review serves to review and evaluate alternatives to fire prevention or protection laws and regulations established by the fire marshal when a request of review is properly submitted.
According to statute, the board is composed of nine gubernatorial appointments which are subject to senate confirmation including one voluntary fire department chief, one full-time fire department chief, one registered architect, one registered engineer, one member will represent building owners and managers, one member will represent mercantile- industry interests, two members must represent the general public who have no vested interests directly or indirectly in the construction industry or the ownership or management of commercial buildings, and one member selected by the Rating and Fire Prevention Bureau. Additionally, the state fire marshal will serve on the board as an ex-officio member and will select one member to represent fire marshals, according to statute.
Appointments to the Fire Prevention Board:
Hillary “Butch” Browning, of Prairieville, is the State Fire Marshall and will serve as an ex-officio member on the board, as required by statute.
Murray Calhoun of New Orleans, is the manager of MAC-RE, LLC and is the owner and operator of 165 apartment complexes. Calhoun is also a Louisiana licensed general contractor and will serve as a representative of building owners-managers, as required by statute.
Felicia Cooper, of Baton Rouge, is the assistant fire marshal over administration, planning and review. Cooper was selected by the State Fire Marshall and will represent fire marshals, as required by statute.
Robyne Crow, of Rayville, is a volunteer firefighter and an elementary school principal. Crow also teaches fire prevention to students throughout the area and will serve as a public member who has no vested interests directly or indirectly in the construction industry, or the ownership or management of commercial buildings, as required by statute.
Sammy Halphen, of Bossier City, is a Bossier City Fire Chief and has been the Fire Chief since 2004. Halphen will represent a full-time fire department chief, as required by Statute.
Roy Robichaux, Jr., of Belle Chasse, is the Belle Chasse Fire Chief and is the 2nd vice-president of the Southwestern Fire Chiefs Association. Robichaux will represent a volunteer fire department chief, as required by statute.
J.C. "Charlie" Smith, P.E., of Pearl River, is the vice-president and process engineer at Crescent Technology and will serve as a registered engineer, as required by statute.
Jeffrey Smith of Hammond, is an architect and the director of design at Holly and Smith Architects. Smith will serve as a registered architect, as required by statute.
Karen St. Germain, of Pierre Part, is a member of the Louisiana House of Representative representing the 60th District and her father is the former Pierre Part Fire Chief. St. Germain will serve as a public member who has no vested interests directly or indirectly in the construction industry or the ownership or management of commercial buildings, as required by statute.
Today, Governor Bobby Jindal announced an appointment to the Crescent City Connection Oversight Authority (CCCOA).
The CCCOA serves to establish priorities of projects from the remaining funds after all operation and maintenance expenses of the bridges and ferries under the authority of the Crescent City Connection Division of the Department of Transportation and Development have been paid.
According to the statute, the CCCOA is comprised of thirteen gubernatorial appointments subject to senate approval. The members represent nominations from each state senator’s districts including districts 1, 5, 6, 7 and 8 and each state representative’s districts including districts 83, 84, 85, 86, 87, 93, 102 and 105. The governor appoints one person from each of the Senate and House districts’ nominations.
Tom Arnold , of Algiers, is the assessor for the 5th Municipal District of Orleans Parish and was nominated by Louisiana State Representative Jeff Arnold who represents the 102nd District, as required by statute.
Today, Governor Bobby Jindal announced new appointments to the Council for the Development of French in Louisiana.
The Council for the Development of French in Louisiana (CODOFIL) serves to regulate any and all things necessary to accomplish the development, utilization and preservation of the French language in Louisiana for the cultural, economic and tourist benefit of the state. According to statute, the council is comprised of up to fifty gubernatorial appointments which are subject to senate confirmation. Warren A. Perrin serves as chair on the board.
New Appointments to the Council for the Development of French in Louisiana:
Sherbin Collette, of Henderson, is the Mayor of Henderson, located in St. Martin Parish.
Rhyn Duplechain, of Opelousas, is the tax assessor for St. Landry Parish.
Today, Governor Bobby Jindal announced appointments to the Louisiana Emergency Response Commission.
The Louisiana Emergency Response Commission shall establish emergency planning districts, appoint local emergency planning committees, supervise and coordinate the activities of local emergency planning committees, provide the Environmental Protection Agency with information concerning notification received on certain releases of hazardous materials and substances, designate facilities subject to hazardous material reporting procedures, recommend a standardized inventory form for gathering required information and develop reporting procedures, recommend additional substances which should be defined as hazardous materials, act as the central advisory body for coordinating state and federal Right-to-Know activities with regard to hazardous substances, establish procedures for recalling and processing public requests for information and review local planning committee emergency response plans.
According to executive order, the Louisiana Emergency Response Commission shall be composed of twenty gubernatorial appointments including the following or their designees: the deputy secretary of the Department of Public Safety, the secretary of the Department of Environmental Quality (DEQ), the secretary of the Department of Agriculture and Forestry, the two directors of the Office of Homeland Security and Emergency Preparedness, Military Department, Office of the Governor, a representative of the Right-To-Know Unit, Department of Public Safety and Office of State Police. According to executive order, the board is also comprised of the following: a representative of the Louisiana Emergency Preparedness Association, a member of the Louisiana State University Firearm Training Program, a representative of environmental interests, a representative of the chemical industry nominated by the Louisiana Chemical Association, and ten at-large members. Lt. Col. Ralph Mitchell of the Louisiana State Police will serve as chair of the commission.

Bobby Black, of Gretna, is the fire chief for the David Crockett Steam Fire Company No.1 and will serve as an at-large member, as required by executive order.
Jonathon Burns, of Baton Rouge, is the deputy chief of staff for the Department of Health and Hospitals and will serve as its representative, as required by executive order.
Mark Cooper, of Baton Rouge, is the director of the Governor’s Office of Homeland Security and will serve on the board, as required by executive order.
Hyram Copeland, of Vidalia, is the mayor of Vidalia and will serve as an at-large member, as required by executive order.
Jeremy Cryer, of Westlake, is the Westlake Chief of Police and will serve as an at-large member, as required by executive order.
Sharlot Edwards, of Port Allen, is the director of the Office of Homeland Security for West Baton Rouge Parish and will serve as the representative of the Louisiana Emergency Preparedness Association (LEPA), as required by executive order.
David Glass, of Shreveport, is the interim fire chief at the Shreveport Fire Department and will serve as an at-large member, as required by executive order.
Jeffery Gleason, of Baton Rouge, is the director of the Fire and Emergency Training Institute at LSU and will serve on the commission, as required by executive order.
Roland Guidry, of Baton Rouge, is the oil spill coordinator for the State of Louisiana and will serve as a representative of environmental interests, as required by executive order.
Peggy Hatch, of Baton Rouge, is the assistant secretary of the Office of Environmental Compliance at DEQ and will serve as its designee, as required by executive order.
Lt. Col. Ralph Mitchell, of Baton Rouge, is the Deputy Superintendent of Crisis Response/Special Operations for the Louisiana State Police. Mitchell is the designee of the Deputy Secretary of the Department of Public Safety and Corrections, as required by executive order.

Andrew Mosher, of Plaquemine, works for Dow Chemical Company and will serve as a representative of the Louisiana Chemical Association, as required by executive order.
Michael D. Murphy, of Baton Rouge, works in the Baton Rouge Chief of Police’s office and will serve as an at-large member, as required by executive order.
Paul Naquin, of Baldwin, is the parish president of St. Mary and will serve as an at-large member, as required by executive order.
Col. Pat Santos, of Baton Rouge, is the assistant director of the Governor’s Office of Homeland Security and will serve as the designee of the Homeland security Office, as required by executive order.
Mike Strain, of Covington, is the Commissioner of Agriculture and Forestry and will serve on the commission, as required by executive order.
Sen. Mike Walsworth, of West Monroe, is a Louisiana State Senator representing the 33rd District and is the senate chair of the Select Committee on Homeland Security. Walsworth will serve as an at-large member, as required by executive order.
Rep. Bodi White, of Denham Springs, is a Louisiana State House of Representative representing the 64th district and is the house chair of the Select Committee on Homeland Security. White will serve as an at-large member, as required by executive order.

On Wednesday, Governor Bobby Jindal announced appointments to the Children's Cabinet Advisory Board.
The Children’s Cabinet Advisory Board shall provide, information and recommendations from the perspective of advocacy groups, service providers, and parents to the Children’s Cabinet. The purpose of the Cabinet is to facilitate and require coordination of policy, planning, and budgeting affecting programs and services for children and their families. The cabinet carries out its functions in order to assure the most efficient and effective use of resources, particularly through programs for intervention and prevention and through services that assist and support children.
According to statute, the board is comprised of forty gubernatorial appointments including:
- A representative from Agenda for Children
- A representative from the Louisiana Children’s Trust Fund
- A representative from Prevent Child Abuse Louisiana (formerly the Louisiana Council on Child Abuse)

Susan Batson, of Baton Rouge, is the director of educational improvement and assistance in the Department of Education and is one of three representatives of the Department of Education serving on the board, in accordance with statute.
Michael J. Coogan, MD, of Baton Rouge, is a pediatrician with Coogan, Drumm & Melton. Dr. Coogan is a member of the American Academy of Pediatrics (AAP) and will represent the AAP on the board, in accordance with statute.
Michael Duffy, of Greenwell Springs, is the assistant secretary of the Office of Addictive Disorders of the Department of Health and Hospitals. Duffy will serve on the board, in accordance with statute.
Anna Fogle, of Baton Rouge, is the president and chief executive officer of Prevent Child Abuse Louisiana and will serve as its representative to the board, in accordance with statute.

Mary Louise Jones, of Baton Rouge, is the elementary standards section supervisor in the Department of Education. Jones will serve as one of three representatives of the Department of Education on the board, in accordance with statute.
Jennifer Johnson Karle, of Natchitoches, is the executive director of Cane River Children’s Services and is the representative of the Louisiana Association of Childcare Agencies serving on the board, in accordance with statute.
Anissa W. Kaywood, of Darrow, is the president of the Families In Need of Services Association and will serve as its representative, in accordance with statute.
Kathy Kliebert, of Thibodaux, is the assistant secretary of the Office for Citizens with Developmental Disabilities of the Department of Health and Hospitals and will serve on the board, in accordance with statute.
Judge Patricia Koch, of Alexandria, is judge of Division E of the 9th Judicial District. Judge Koch will represent the Louisiana Council of Juvenile and Family Court Judges on the board, in accordance with statute.

Dr. Becky White, of Baton Rouge, is an associate professor at the LSU School of Human Ecology and is a family development specialist. White is the designee of Dr. Paul Coreil, Vice Chancellor and the director of the LSU Ag-Center, and she will serve on the board, in accordance with statute.
John E. Wyble, of Franklinton, is the executive director of Louisiana CASA and will serve as its representative to the board, in accordance with statute.
On Wednesday, Governor Bobby Jindal announced appointments to the Statewide Independent Living Council.
The Statewide Independent Living Council (SILC) was created in accordance with federal guidelines to develop and sign, in conjunction with the Office of Louisiana Rehabilitation Services (LRS) of the Department of Social Services, a state plan for independent living services and then monitor, review, and evaluate the implementation of the plan. The plan addresses the needs of specific disability populations and independent living issues that impact Louisiana.
According to executive order, the council is comprised of a maximum of twenty-one gubernatorial appointments including: one director of a Center for Independent Living selected by the directors of Centers for Independent Living in the state; one director of a vocational rehabilitation program in the state; two representatives of Centers for Independent Living; two representatives of parents or guardians of individuals with disabilities; eight representatives of advocates of and for individuals with disabilities; three representatives of private businesses in the state of Louisiana; two representatives of organizations providing services for individuals with disabilities; and two ex-officio members representing a state agency that provides services for individuals with disabilities, with one representing Louisiana Rehabilitation Services.
Appointments to the Statewide Independent Living Council:
Wayne Blackwell, of Albany, is a member of the disability community and has been an advocate for veterans and paralyzed veterans for many years. Blackwell will serve as a representative of advocates for individuals with disabilities, as required by executive order.
James Bulot, Ph.D., of Zachary, is the Director of the Governor’s Office of Elderly Affairs. Bulot is the former Head of the Department of Gerontology at the University of Louisiana at Monroe (ULM). He will serve as an ex-officio member representing a state agency that provides services for individuals with disabilities, as required by executive order.
Jamie Coleman, of New Orleans, is a self-employed real estate agent. Coleman trains dogs to assist the blind and will represent advocates for individuals with disabilities, as required by executive order.
Anna Gale Dean, of Shreveport, is the executive director of New Horizons Independent Living Center. Dean was selected by directors of centers for independent living, as required by executive order.
Allan Walker Estes, of Baton Rouge, is a student development specialist at the Louisiana School for the Deaf. Estes received the Disability Community Action and Leadership Award in 2007 and will serve as a representative of advocates for individuals with disabilities, as required by executive order.
Rocky J. Fuselier, of Lake Charles, is the assistant director of the Southwest Louisiana Independence Center, serving individuals with disabilities in the Lake Charles/Acadiana area and will serve as a representative of a center for independent living, as required by executive order.
Alisha Hammond, of Baton Rouge, is a member of the disability community and is a program manager for Resources for Independent Living in Baton Rouge. Hammond will serve as a representative of advocates for individuals with disabilities, as required by executive order.
Paige Kelly, of Denham Springs, is the Independent Living Program Coordinator with Louisiana Rehabilitation Services in the Department of Social Services. Kelly will serve as an ex-officio member representing a state agency that provides services for individuals with disabilities, as required by executive order.
Keith Menville, of Baton Rouge, is the owner of Mobility Depot, which sells equipment to the elderly and disabled. He will serve as a representative of private businesses in Louisiana to the council, as required by executive order.
Diane Mirvis, of Shreveport, is the director of the Client Assistance Program, Louisiana’s protection and advocacy group with whom the Statewide Independent Living Council is directed by federal law to collaborate. Mirvis will serve as a representative of organizations providing services for individuals with disabilities, as required by executive order.
