On Tuesday, Bobby Jindal announced the appointment of various government agencies:
Blake McCartney to the John Kelly Grand Bayou Reservoir District Board of Commissioners.
The John Kelly Grand Bayou Reservoir District Board of Commissioners serves to govern and improve the John Kelly Grand Bayou Reservoir and its facilities.
According to the statute, the board is comprised of seven gubernatorial appointees, subject to senate confirmation. Each commissioner must be a qualified elector of Red River Parish and must own property and reside within the district.
Blake McCartney, of Coushatta, is the co-owner of McCartney Farms, a corn, soybeans and wheat farm, an operator for the Bayou Pierre Water System and a member of the Red River Parish Farm Bureau Board. McCartney will serve as a qualified elector of Red River Parish that owns property, as required by statute.
Governor Bobby Jindal announced the appointment of Dan Hollingsworth to the Ground Water Resources Commission.
The Ground Water Resources Commission serves to review and approve or reject any orders of the commissioner of conservation placing restrictions on wells upon petition by the owner of the affected well. Additionally, the commission is charged with developing a statewide ground water resource management program and reviewing the contingency plan developed by the commissioner of conservation to respond to a ground water emergency.
According to the statute, the commission is comprised of nineteen members, including the governor, the commissioner of conservation, the commissioner of agriculture and forestry, the secretary of the Department of Economic Development, the secretary of the Department of Environmental Quality, the secretary of the Department of Health and Hospitals, the secretary of the Department of Wildlife and Fisheries, the secretary of the Department of Transportation and Development, the director of the Governor’s Office of Coastal activities or their designees. The remaining ten commissioners are the following gubernatorial appointments:
·One geologist or engineer with expertise in ground water resource management;
·One member selected from nominations submitted jointly by the Louisiana Chemical Association, the Louisiana Mid-Continent Oil & Gas Association, the Louisiana Association of Business and Industry, and the Louisiana Pulp & Paper Association;
·One member selected from nominations by the Louisiana Farm Bureau;
·One member selected from nominations submitted by the Police Jury Association of Louisiana;
·One member selected from nominations submitted by the Louisiana Municipal Association;
·One member selected from nominations submitted by the Sparta Groundwater Conservation District Board of Commissioners;
·One member selected from nominations submitted by the board of commissioners of the Capital Area Groundwater Conservation District;
·One member who resides or works in the region of the state underlain by the Chicot aquifer;
·One member selected from nominations submitted by the Louisiana Landowners Association; and
·One member selected from nominations submitted by the Louisiana Wildlife Federation, Coalition to Restore Coastal Louisiana, and the League of Women Voters.
Dan Hollingsworth, of Ruston, is the mayor of Ruston. Hollingsworth was nominated by the Louisiana Municipal Association, as required by statute.

The Louisiana State Board of Medical Examiners serves to regulate the practice of medicine in the state of Louisiana by examining all applicants and issuing licenses or permits to those possessing the necessary qualifications.
According to statute, the board is comprised of seven gubernatorial appointments, subject to senate confirmation. Four members are selected from nominations submitted by the Louisiana State Medical Society, of whom one must practice in a parish or municipality with a population of less than twenty thousand people. Additionally, two members are selected from nominations submitted by the Louisiana Medical Association and one member is selected from nominations submitted by the Louisiana Academy of Family Practice Physicians.
Appointments to the LouisianaState Board of Medical Examiners:
Dr. Mark Dawson, of Rayne, is a physician with Acadiana Family Medical Associates and a part time instructor at the Louisiana State University Health Sciences Center Family Medicine Residency Program in Lake Charles. Dawson was nominated for reappointment by the Louisiana State Medical Society to serve as a representative of a community of less than twenty thousand people, as required by statute.
Dr. Robert Dawson, of Kenner, is the associate medical director of St. CharlesCommunityHealthCenter and a former chair of the United States Public Health Service Physician Provider Advisory Committee to the Surgeon General. Dawson was nominated by the Louisiana State Medical Society, as required by statute.
Dr. Kim LeBlanc, of New Orleans, is the head of the Department of Family Medicine at the LouisianaStateUniversityHealthSciencesCenter in New Orleans and is a former president and vice president of the Louisiana State Board of Medical Examiners. LeBlanc was nominated for reappointment by the Louisiana State Medical Society, as required by statute
Governor Bobby Jindal announces appointments to the Louisiana Emergency Response Network Board.
The Louisiana Emergency Response Network Board serves to develop, implement and support a statewide network of emergency response entities to provide access to care in an efficient and coordinated manner for those in need of emergency help services.
According to the statute, the board is comprised of 24 members including two members from the Louisiana House of Representatives appointed by the speaker of the House of Representatives and two members from the Louisiana Senate appointed by the president of the Senate. The remaining 20 members are gubernatorial appointments, subject to senate confirmation, including the following:
·One member selected from nominations submitted by the Louisiana Ambulance Association;
·One member selected from nominations submitted by the Rural Hospital Coalition to represent hospitals with fewer than sixty beds;
·One member selected from nominations submitted by the Metropolitan Hospital Council of New Orleans to represent hospitals with at least one hundred beds;
·One member selected from nominations submitted by the Louisiana Hospital Association to represent a service district hospital;
·Two members selected from nominations submitted by the Department of Health and Hospitals which must include a member from the office of mental health;
·One member from selected from nominations submitted by the Governor's Office of Homeland Security and Emergency Preparedness;
·Two members selected from nominations submitted by the Louisiana State Medical Society which must include a member specializing in pediatric surgery;
·One member selected from nominations submitted by the Louisiana Medical Association;
·One member selected from nominations submitted by the Committee on Trauma or AmericanCollege of Surgeons;
·One member selected from nominations submitted by the LouisianaAmericanCollege of Emergency Physicians;
·One member selected from nominations submitted by the LouisianaStateUniversityHealthSciencesCenter at Shreveport;

Appointments to the Louisiana Emergency Response Network Board:
Gary Peters, of Winnsboro, is the vice president of Northeast Louisiana Ambulance and is a member of the Emergency Medical Services Commission. Peters was nominated for reappointment by the Louisiana Ambulance Alliance, as required by statute.
Carl Varnado, Jr., of Livingston, is the deputy director of the St. Tammany Parish Communications District and is a member of the Louisiana Chapter of the National Emergency Number Association. Varnado was nominated by the National Emergency Number Association to serve as a 911 member, as required by statute.
Dr. Michele Zembo, of New Orleans, is a pediatric surgeon specializing in orthopedic and spine disorders in infants at Children’s Hospital in New Orleans and is an associate professor within the Department of Orthopaedics at the LouisianaStateUniversityHealthSciencesCenter. Zembo was nominated for reappointment by the Louisiana State Medical Society to serve as a member specializing in pediatric surgery, as required by statute.
