State of Louisiana Health Care: Interview with DHH Secretary, Part 2

In the second segment of a Bayoubuzz exclusive interview, Alan Levine, Louisiana's Secretary of the Department of Health and Hospitals hired by Governor Jindal discusses a variety of issues that affect so many individuals in Louisiana.

 

Approximately one fifth of the state’s population is on Medicaid or like-programs, the federal funding is limited, New Orleans mental health crises has been shocking and in the process of being corrected, a large population of Louisiana citizens are uninsured and consumers and providers need and will be receiving more information to make correct health and medical choices.

 

There are so many questions evolving health care and hospitals which include Medicaid limits, insuring children, Governor Jindal’s success thus far in managing a substantial part of the Louisiana budget and necessary services.

 

Yesterday, Bayoubuzz published Segment 1 of the Interview with Alan Levine.

That may be your answer, but it is not my understanding on the subject..... I will subscribe to the statements and effects that the late great Huey P. Long rendered for contemplation when he identified the major causes of the root at the problem....... - - - "incompetent administrators, government officials, and an ignorant citizenship"........... A fair assemsment on his part, and shedding the light on the irresponsible factions that caused these blights and others he did not address into fruition in the first place...... The subject of schools was included in your dissertation.... Well, wasn't school funding the reason the lottery was slipped back into leaglality back int he 80's???? And subsequently we have Casinos and Riverboats...... What are their exact contributions to the Scholastic and Medical segments of the States needs??????? That is one thing.... And truely when you consider the Charity Hospital aspects, how efficient are they??? I can see where vast improvements can become advent with only a little effort.... And with much effort a world of improvements can be realized........... Katrina is but one segment of the population, I know of nobody who suffered loss in Shreveport, or Alexandria, or Lafayetter, or Morgan City, or 'Houma' or Baton Rouge as a result of Katrina..... Katrina is not the poster child for what is, was, and will continue to be the ailments of Louisiana............................... If we do not pull our collective cranial spheres out of our rectal cavities........

We come back to paraphrase what Huey Long said in 1929: Where are the schools that you have waited for your children to have, that have never come? Our answer - they came but were destroyed by the evil and greed of politicians and others and an ignorant citizenship. Where are the roads and the highways that you send your money to build, that are no nearer now than ever before? Our answer - they came but have been allowed to deteriorate over the years and new ones build and allowed to decay also. Some contained bridges which had no true safety for those who attempted to drive across and died in the murky waters below. Again the evil and greed of politicians and others and an ignorant citizenship. Where are the institutions to care for the sick and disabled? Our answer - Allowed to decay, allowed to be overrun by incompetent administrators, government officials, and an ignorant citizenship. Your tears in this country have lasted for genera­tions. Give me the chance to dry the eyes of those who still weep here.” Our answer - we can dry the eyes of those who weep as a result of Katrina if we put aside our differences and work as a united citizenship. Huey Long was right in 1928 and we believe we are right today, 80 years later.

PRACTICAL HEALTH CARE APPROACHES; * * * * * * A Midget Cowboy in Montana went to the doctor because his testicles ached almost all of the time.... The doctor told him to stand on the examining table and drop his pants. - - - The doc put one finger under the midget's left testicle and told him to turn his head and cough - the usual method to check for a hernia.. . . . 'Hmmm..', mumbled the doc as he put his finger under the right testicle. . . . He asked the midget to cough again.- - -'Hmmm, I see the problem,' said the doctor and reached for his surgical scissors. - - Snip, snip, snip, snip, snip, snip, snip he proceeded on the right side. . . . Then snip, snip, snip, snip, snip, snip, snip, on the left side . . . .. The midget was so scared he was afraid to look, but noted with amazement that the snipping did not hurt in the least bit. .... The doctor then told the midget to hop down off the table, pull his pants up, and then walk around and see if his testicles still ached. . . .. The midget was absolutely delighted as he walked around the doc's office and discovered his testicles were no longer aching. The midget said, 'That's perfect Doc, and I didn't even feel it! What did you do?' - - -- The Doctor replied, - - - 'I cut two inches off the top of your cowboy boots!'

The basic problem at this particular time is the dearth of medical care in the general area. We sit and listen to proposals for a new Lindy Boggs Hospital, etc. The more we talk about it the more we are convinced that the building on Tulane Avenue is secure enough to serve as the core of the medical system in Louisiana. Discussions about insurance, medicaid, etc. are useless unless this city has an hospital that can serve the needs of all. This hospital traces its history back to the 18th century. The flood created by inferior floodwalls did not knock the building down. Like many others it was seriously damaged by the water and the humidity and heat that enveloped this city after Katrina. Now it is the time to rejuvenate Huey Long's hospital and to do so in stages. First begin with the emergency units, then the psychiatric units, etc. Renovate beginning now and let's re-establish the teaching hospitals as quickly as possible. This city must rebound from the natural catastrophe. Governor Jindal, you may not be Huey Long, but it is time to rejuvenate his hospital, a hospital some would say was built out of spite but a hospital that gave care to many since 1939.
