Mayor C. Ray Nagin departed this morning for Oakland, California, where he will lead a panel titled "Restoring Communities After Disaster" at the Mayor's Technology Summit 2008.

The session focuses on topics such as identifying hazards in a community, risk mitigation, ensuring continuity of operations following an emergency, and conducting a critical infrastructure risk assessment. Mayor Nagin is considered an expert on emergency preparation, having implemented a successful City Assisted Evacuation Plan and led the mandatory evacuation and repopulation of the entire city within a four-day period. He also is credited with ensuring the City of New Orleans avoided bankruptcy following Hurricane Katrina and with providing the fiscal leadership that has led to a strong financial recovery.

The summit is hosted and organized by the City of Oakland and the Center for Competitive Government at Temple University's Fox School of Business. The theme of the three-day event is "Technology Solutions for Safe Communities and Economic Sustainability." Oakland Mayor Ronald Dellums personally asked Mayor Nagin to take part in the conference.

The summit brings together mayors from urban centers, state and federal government executives, security experts, top chief information officers and leaders in technology to explore best practices in providing citizens with safety and security in order to allow communities to thrive.

During the panel, Mayor Nagin will discuss the City Assisted Evacuation Plan, which enabled the City of New Orleans to evacuate and return approximately 18,000 residents who could not leave on their own during Hurricane Gutav, and the 311 citizen information service, which registered approximately 21,000 residents for evacuation and provided non-stop, 24-hour service during the hurricane. He also will discuss an innovative public-private partnership among the City of New Orleans, Cox Communications and the American Sign Language Association. Through this partnership, the City provides video with sign language translation regarding emergency preparation on its website.

Yeah KPF, I think you are able to read between the lines on this one too.... Sort of reminds me of the Amphibious Exercises conducted a few years back in S.F. Bay.... Urban command and all that good stuff....... It is a bit leary looking...
