 By emailing Bayoubuzz, Senator Yvonne Dorsey, one of the two most senior members of the Legislature for East Baton Rouge Parish, reacted on Monday to Governor Jindal's announcement that he has issued 258 line item vetoes against HB1 , the state's principle budget bill. Dorsey said, “No intelligent person can believe that HB1 contained that many problems after the administration itself spent so many months stirring the pot while we had it on the stove. Jindal has made a mockery of the line item veto and I am confident that we'll have the votes to put a stop to it. All of his vetoes are just political grandstanding aimed at feeding his ridiculous Presidential ambitions. I used to think that his political greed was just pathetic but now he's hurting ordinary citizen, especially children and the elderly. Can you believe he vetoed the YMCA? A Boy's and Girl's Club? Habitat for Humanity...twice, once in HB1 and earlier in the budget supplemental? Programs to help children in court? Meals for the elderly? This arrogant political climber is punishing our state's children, our Katrina victims, and the elderly just to set himself up for a hopeless run at 1600 Pennsylvania Avenue in four years.” 

 

“With these vetoes he has single-handedly undone all of the benefits of the Federal stimulus program in Louisiana by shutting down assistance programs and killing jobs while depriving our economies of the further stimulus effects which we had passed. Each of these programs would have had a multiplying effect in local economies all across our state. Now hundreds of organization will be shutting down or firing people.”

 

Dorsey pointed out that Jindal has already used the line item veto more times in a mere seven months than the last two Governors combined. “That's obviously an outrageous abuse of the line item veto. He is attempting to arrogate to himself the revenue powers which constitutionally belong only to the House and Senate. This kind of attack on our constitutional authority cannot be tolerated.”

 

“The Constitution specifies that the line item veto is a last ditch defense to allow a Governor to keep spending within budget, yet HB1 already gave the state a $2.5 billion surplus using revenue projections with oil at just $88 per barrel. By now our true surplus is at least $3 billion. The line item veto was never meant for this kind of arrogant abuse. Anyone can see that all of his picking and choosing was based on devious political motives. He is letting $36 million worth of amendments stand, most of which are just like the $17 million worth that he has vetoed. He calls some programs regional while the same things elsewhere he says are local. For example, he has the audacity to tell us that the Baton Rouge Balloon Festival, which generates hundreds of thousands of tourism dollars for the Greater Baton Rouge Metropolitan Area, is 'local.' Everyone for fifty miles in any direction has seen those balloons flying and knows better. The man's an idiot if he thinks he can fool voters with this latest Jindal Swindle.”

 

Dorsey says that she has had direct experience in the Legislature with four different administrations. “Jindal is the first whose word simply cannot be trusted. Both he and his staff are blatant liars. We've caught them time and again telling one person one thing and ten minutes later you find out they've told someone else the exact opposite. Everyone in the Legislature is on to them and we're getting pretty fed up with these Jindal Swindles. He promised ethics, but gave us a toothless Ethics Commission and a trail of sabotaged bills designed to keep the Governor and his staff from having to comply. He promised jobs, but only gave us a new label slapped on the Department of Labor and an annual $370,000 salary for a do-nothing glad-hander. He line item vetoed the state's one and only job training appropriation from the supplemental budget bill. He promised transparency, but gave us more of his double-talk, lies and political grandstanding. We've been fed one Jindal Swindle after another from this administration and I sincerely hope that the Legislature is now in a mood to a period to this man's lifetime of inflated stories about himself. Reality is going to come knocking.”

Also: Quote From Louisiana Senate President, Joel Chaisson, "“I am just as disgusted as many of you with how this process has been handled by the governor and his administration and fully intend to take steps to make sure that this does not occur again,” Chaisson adds. “Because of recent events and what the media has done to distort the truth, I think that we need to seriously consider whether or not a veto session makes sense at this time. Nonetheless, I encourage each of you to defend the merits of any project of yours which was vetoed and justifiably criticize the governor for vetoing it. Jindal is a lier and a hypocrite - he evidently learned his lessons on how to govern from our Bush: Lesson number 1: Lie long enough and loud enough and people will believe you. In a recent CNN interview, Jinal stated “You know, that's one of the great unwritten success stories, after Katrina and Rita, these awful storms, no major spills.” Well evidently the Governor hasn’t read the May 2006 technical report for the U.S. Minerals Management Service. In total over 9 million gallons were spilled (743,700 gallons offshore) making Katrina comparable to the Exxon Valdez’s 10.8 million gallons. Evidently he is keenly aware of the oil lobby – global warming anyone? Lesson number 2: Ignore the rule of law. The Constitution specifies that the line item veto is a last ditch defense to allow a Governor to keep spending within budget, yet HB1 already gave the state a $2.5 billion surplus using revenue projections with oil at just $88 per barrel. Wonder what Bobby is hiding? Lesson number 4: Make sure your base is rewarded. In Jindal’s special session his economic development head finagled a way to get GOP heavy hitter Gary Chouest (part owner of the New Orleans Hornets, $100,000 in a day man for the Louisiana Committee for a Republican Majority) $10 million in state money to build a facility so he could build boats that he could sell to another of his companies (Advocate, 5/30/2008). Evidently he is keenly aware of his base – crony capitalism at it best. Lesson number 5: Make sure you fill the House and Senate full of lapdogs. The Republican National Committee (RNC) called all of our republican states legislators and told them to vote against the veto session claiming a veto session would make Bobby and McBush look bad. Evidently the RNC is running our state now and we all know what a great job they have done on the national level. Looks like our Governor is answerable to the RNC – President Bobby anyone? You see how well having a congress full of lapdogs had worked for this nation - I say go Yvonne - the only one with enough backbone to stand up to the CORRUPT Jindal administration!

If you are familiar with how humanity lived pre-industrial age, you will realize how fortunate we are to live in modern times. If one ponders upon some hippie chick on a commune in the middle of nowhere – far from the help modern medicine could provide - holding her dying baby in her arms – one realizes that “getting back to the basics” may not be all it’s cranked up to be. While yes our energy producing processes do cause pollution, don't believe that power generation is "a bad thing." Also do not fall for the fallacy that it is practical - with current technology - to use such "alternative" sources such as wind power to supply anywhere near our power consumption needs. We should pursue both alternative sources of energy and also practice conserving energy. However the "crunch" we are experiencing is partly due to not having performed more drilling as well as not building more refineries and nuclear power plants in the past two decades. I work in the oil industry and have heard for many years that "one day" China and India's power consumption would cause the price of oil to skyrocket. The gasoline price increases we are experiencing is just the beginning of a "shortage" situation where prices rise. While "conventional" solutions (providing more hydrocarbon and nuclear supply) to our power needs will take years to reap benefits, keep in mind that many of the proposed "alternative" sources of energy will NEVER pan out - or will be a VERY, VERY EXPENSIVE alternative to conventional sources of power. Short term, the high prices will force us (we do have to run into "brick walls" before we do the right thing, no? - Social Security will be a "brick wall" as well, "one day") as concerns the mpg efficiency of our vehicles. It is instructive to realize that COST and its influence on consumers will cause the turn around from gas-guzzlers, not legislative fiat. Market forces cannot be controlled, let the prices rise, behaviors will change. The market works - if it is allowed to.

My hero - Yvonne Dorsey. The only one with the courage to expose the blatant hypocracy and lies of the Jindal administration. Here is another lie. Republicans, foremost amongst them presidential nominee John "McBush" and our own Presidential-wannabe, Bobby Jindal, have been stuffing the mainstream media with the LIE that "not a drop of oil spilled after Hurricane Katrina." Clearly they are following the Bush Neocon propaganda rule – repeat a lie loud enough and often enough, and people will think it's the truth. Contrary to the oily lies of McBush and McJindal, a May 2006 technical report for the U.S. Minerals Management Service declares that 113 platforms were totally destroyed and 457 pipelines damaged -101 of them being major lines with a diameter of ten inches or larger. At least 743,700 gallons were spilled from 124 reported offshore sources: 554,400 of those gallons were crude oil and condensate from platforms, rigs and pipelines; and 189,000 gallons were refined products from platforms and rigs. In addition, the hurricanes caused disastrous spills onshore throughout southeast Louisiana and the rest of the Gulf Coast as tanks, pipelines, refineries and other industrial facilities were destroyed, for a total of 595 different oil spills. In total over 9 million gallons were spilled making Katrina comparable to the Exxon Valdez’s 10.8 million gallons. Shame on you, Governor Bobby. Unless we acknowledge the environmental disaster that Katrina was - how can we prevent it in the future!

Jindal's behaivior as Governor must be viewed in the context of his national ambitions. Jindal's original plan was to win the governorship in 2003, establish a reputation as a reform governor and then compete for a spot on the GOP ticket in 2008. Kathleen Blanco's upset victory disrupted that plan. David Vitter's election to the US Senate in 2004, while creating a competitor for the GOP's national spotlight, allowed the GOP to give Jindal a platform from which to try again against Blanco. Steve Scalise was required to put his own congressional ambition on hold. Katrina and its aftermath gave Jindal the opportunity he was looking for. With the help of the White House and the GOP, Jindal was able to win the governorship in 2007. David Vitter's own national ambitions were shattered by his involvement with the DC madam and the failure of his endorsed candidate, Rudy Giuliani, to win the GOP nomination. Jindal was faced however with a limited window of opportunity to build a reputation as a reform governor and win a spot on the GOP tiket. He needed to pass his ethics reform package as quickly as possible, so he called a special session of the legislature very early in his term. To guarantee passage of his ethics reform agenda, Jindal agreed to a substantial payraise for legislators to compensate them for the perks they were giving up. With the passage of his ethics reform agenda, the Jindal bandwagon commenced rolling. Prominent conservatives, including Newt Gingrich and Rush Limbaugh jumped on board. Jindal was invited to appear on the Tonight Show with Jay Leno. The campaign culminated in an invitation to the McCain ranch Memorial Day weekend with the other contenders for VP. However, events were beginning to turn against Jindal. A young inexperience3d Senator from Illinois, Barack Obama, upset Hillary Clinton to win the Democratic nomination for President. While McCain could afford to pick a young inexperienced governor from Louisiana to run against Clinton, picking Jindal would undercut his argument that Obama was too young and inexperienced to be president. Meanwhile the legislative payraise was stirring controversy back in Louisiana. Jindal and legislators thought that passage of ethics reform and repeal of the Stelly Plan would inoculate them on the pay raise. It did not. Voter expectations had been raised by Jindal's heavy emphasis on reform and open government. Jindal's own contradictions and flip flops on the issue fueled the fire. Faced with recall petitions and the threat of a massive rally on the steps of the Capitol, Jindal was forced to veto the payraise. While not a national issue, the payraise controvery exposed back room deals and a lack of openness in the Jindal Administration that conflicts with the "straight talk" image McCain has cultivated. Can Jindal recover? Only time will tell. He is attempting to rebuild his image by extensive vetoing of local projects in the state budget regardlees of the need for or value of those projects.

The governor's latest display with his veto pen reveals something very disturbing about his administration. This is not about "fiscal responsibility." The total cuts $16 million or so are only a drop in the bucket in a 30 BILLION dollar budget, one in which there is a substantial surplus. This is not about fiscal responsibility so much as it is grandstanding by someone who looks more like he's running for Vice President than Governor of Louisiana. But this is part of a pattern. Jindal brags about "ethics" while gutting the ethics laws of the state and insuring that the new "ethics reform" legislation exempts the executive branch. He takes credit for abolishing the Stelly plan when in fact he fought its abolition every step of the way. Now he goes out of his way to veto so-called "pork" in the budget to buttress his "fiscal conservative" credentials while proposing a larger budget than his "liberal" predecessor. Jindal is a fraud - and I hope that more and more Louisianians are seeing him for who he is.

Well then, looks like Ms. Dorsey will be gathering her fellow lawmakers for a Veto Override session. This could get interesting. I think the taxpayers will be happy to see the Governor is paying attention to the budget line by line. I listened to his interview and I thought that he was able to defend his position on the issues. If the Legislature disagrees, then they have a forum to address this. Please note I said taxpayers not just voters because most of these only affect the taxpayers and not all voters. Taxpayers respect those who try to limit their bill.

Not at all, I am merely stating the facts of the matter.... The laws we labor under are quite interesting indeed...... A white man cannot refuse to do business with a black man, but a black man can refuse to do business with a white man.... I knew for some strange reason, misguided comments relating to 'Peace, love, tranquility, harmony etc., etc., etc. would get into the conversation... So predictable..... The fact of the matter is for the most part it appears that the attitude of the black segment of our population is that they want to have their cake and eat it too..... And this social experiment is one of the things that is distracting America as a whole.... I just did a random flip through the T.V. channels... Between programs and commercials, 9 out of 19 stations had a black face on the screen....... Tired old line but you hear it all the time BET, The United Negro College Fund, The association of Negro Women, The State of the Black Union, the website Black Planet Love, The Black Panthers, and Black this and Negro that and on and on and on.... How can a person possibly be impartial and non prejucicial when black is constantly being thrown in a persons face?????? And then you get ignorants that just want to flap their gums when facts are put out there, sort of like the dumb arse below this post speaking in a condencending fashion about the observations made about an organization called Habitat for Humanity on an Earlier post... For that ignorant example of humanity, all I have to say is come up with something more valid that will refute my post and you may have some creedance to your air time.... As far as not liking blacks KPF? What is black? I have close associations, and we agree on these things across the board... And there is a tremendous fear in the black population of things going south........... I agree with those factions.... But then again, they aren't black people, they are simply friends and aquaintences of mine.....

I take it you don't care for black folks. I believe there could be a change in the mindset of many black Americans - a belief in individual responsibility and free markets - that could very well be this country's salvation. Without the entitlement mindset prevalent in many of our blacks who live on the lower end of the economic scale, socialism in this country will become less intrusive then it is..... or perhaps I had too much of dat cold beer, me. In any case I abhor "grouping" individuals and judging them, in whatever guise. It's factually and morally wrong, no matter how accurate it may be "generally speaking." I also think - for whatever this is worth - that prejudice against an individual due to some characteristic we associate them is not "the Christian thing to do."

Let me explain to you about that Monster Shyster Shite organization…………… (I wanted to write the word shit, but that would have been considered offensive, so I didn’t write that four letter word shit and opted instead to write shite. In fact, nowhere in this dissertation is the word shit really implied nor will you see the word shit written)…….. It is the unseen and unknown that is unethical and immoral about this group of bandersnatches…..commonly referred to as 'HABITAT FOR HUMANITY'...... Dallas Texas………………. (and more than likely in many other cities in the United States) c…………Right Now……………. Habitat for Humanity is wandering around buying up blocks and blocks of foreclosed homes………. I have no idea why all of a sudden those people cannot make their mortgage payments, perhaps the place they worked for was put in a box and shipped to China or Malaysia, or perhaps they can’t find a job because the illegal’s have flooded across the borders and are occupying available employment slots for less pay……… Anyways, instead of Habitat for Humanity turning around and helping these people that just lost their homes and have been booted out onto the streets, are instead providing that "newly available" housing for people who have migrated here from foreign lands…….. You know, Haiti, Africa, Malaysia, Honduras, etc., etc., etc.,,, In other words, Habitat for Humanity is actively participating in the displacement or debasement of an in place segment of the American population….. And spitting in their faces by providing their former homes to someone else for very little money......Oh but they are so philanthropical!!!!!! Horse crap! (I didn’t utilize the phrase shite, but it would have been a good expression ehh Nespah?) Where do the materials come from? Ehhhhh,,,,,, Here is a brief example: Lowe’s, Home Depot, businesses that belong to relatives of members of the Habitat Board of Directors etc., etc., etc….. You know, nepotism, cronyisms, under the guise of a non profit………………. Anything to help prop up the stock value of those commercial entities…… or the bottom line of their immediate cohorts....... In other words, they buy the materials with the money donated to them by sympathetic donation…… and turn around and line their friends pockets with it while degrading America at the same time through atrition or replacement tactics.... Sort of like the current political landscape..... Oh, but the sweat equity labor!!!!!!!!??? That makes it even-steven and fair!!!!! Yeah, whatever………… So you see, there are several ‘immoral’ actions that are not truly altruistic in nature perpetuated by this grandstanding bandersnatch called Habitat for Humanity….. With advocation on the part of certain questionable political figures....... Not very Humane at all when you really dissect it…….. Especially when you consider tax payer dollars are in many instances utilized to displace fellow American citizens that even though they can’t pay their mortage, you can damn sure bet are still paying taxes…. What a crying shame……. And Senator Yvonne Dorsey is pinning veto of funding for this callouse institution as an example of ‘injurious action’???????? Give me a break puuuuhhhhhlleassseeee!!!!!!!!!!! Sort of reminds me of that bat shite crazy Congressional Representative Cynthia McKinney (D) from Atlanta, GA who was nominated as the candidate for president of the United States of America by the Green Party in Chicago Illinois yesterday evening.…….. You may remember the crazy broad that slapped a member of the Capital Police last year in Washington D.C.…… You should listen to her subversive and ignorant rants………………………. Booo!!!!!!! Scary – scary if you ask me……. Don’t take my word for it, get Jon Stewarts take on her……… She is probably a firm supporter of William Jefferson………………….. Another pillar of society....... Along with the rest of his scumbag family and their misdeeds at the expense of the taxpayer....... It is a shame we have this caliber and nature of people vying for postions of political leadership here in Louisiana, and in surrounding states as well…. My the temperature is getting higher in Veto City, Louisiana, the new state capitol. It may set a record come time for the next session of the legislature. Make those organizations that are most worthy accountable for their actions and spend some of the citizens' monies on worthy causes that actually help people and not help the politicians. We refuse to taint every legislator with the name of "vote buyer".

Dorsey is just a racist political hack who's gotten used to buying votes and enriching friends with our tax dollars. At least half of these groups are not only inefficient, but corrupt. At least half of them are nothing but democratic party grass-roots machines that are against every reform that Louisiana needs. We have a $30 billion dollar state budget with state agencies who are responsible for any of these programs that have any credibility. Have them utilize their money more effectively and they can address all of these matters without spending any more tax dollars. And if anything really important falls through the cracks, then move some of that legislative surplus (that would have funded Dorsey's pay raise), to that effort.

The taxpayer sees "reality come knocking" every time any legislator wishes to spend money for any reason. Sometimes these expenditures are reasonable, often times it is not. While opinions vary as to just what "reasonable" may be, often it is either political payback or transferring income from those who are productive and responsible to those who are not. The "housing crises" is but one example of this where individuals take out questionable mortgages and when they cannot make the payments, government "saves" both the lenders and borrowers by taking the wages of those who do their best to live within their means. While I may not support each veto, Jindal is taking the taxpayers' into consideration when he tries to cut back on both government services and government payrolls. Many legislators act as though the funds for government jobs and projects - provided by taxpayers - are available in an endless supply. Good job Mr. Jindal.
