John Breaux: Hunting The Louisiana Migratory Bird

What is the impact of the recent GOP revelation that former Louisiana U.S. Senator, John Breaux obtained a non-resident hunting license in January 2006?

 

To me, the bigger issue is: why was John Breaux even hunting in Louisiana, a mere-four months after Katrina hit and destroyed at the time most of New Orleans, Plaquemines Parish, St. Bernard, St. Tammany and Rita did substantial damage to the west coast of Louisiana?

 

Four months post-Katrina, life in South Louisiana was really horrible.  Water was not potable for much of New Orleans.  St. Bernard Parish President Junior Rodriguez had just finished tearfully saying he can’t believe this happened on his watch and many of his fellow Chalmette residents were living someone else, since they could not even get FEMA trailers.

 

Most of us had major fights with FEMA, insurance companies, parish officials, and Governor Blanco was starting the second of two emergency special sessions to deal with the calamity.  Many of us who had homes still had no energy, or phone services and certainly no Internet. 

 

Yet, former Senator John Breaux, turned lobbyist was acquiring a 3-day nonresident migratory bird and a nonresident La Duck Stamp and HIP certification according to Roger Villere and the Louisiana GOP who had received the records from Louisiana GOP Deputy Chairman, Dan Kyle.

 

While young college kids were spending their Christmas holidays knocking out walls of water-bogged homes instead of partying, the first work-day open John Breaux was knocking out some sporting time.

 

Obviously, assuming the facts from Dan Kyle are true, the admission of non-residency is not a good bit of evidence for John Breaux who wants to be Governor of Louisiana.

 

Not that the months post-Katrina for so many was all work and no play, but, believe me, there was very little joy or sport for so many of us, just wading through the mess.  There were also very few available homes, our residents were living in Houston, Atlanta, Memphis, Dallas—many in cramped hotel rooms and some were concerned about whether they were going to be evicted by FEMA. 

 

Which all really raises the issue—just what the dickens was John Breaux doing in Louisiana and in Maryland Katrina post-when the rest of us were living the life of Les Miserables?  Assuming he served admirably in Congress and is congenial and powerful enough to have been a President Bush tennis buddy, did he really live and experience Katrina as so many of us did?

 

Getting wiped out by Katrina or Rita does not automatically make you eligible to be Governor, but, being a former Senator and not living the post-hurricane life does little for your gubernatorial resume.  This was a state so demolished that the experience has become part of our every day culture and psyche.  Depending upon your perspective, “K” is now a badge of honor for surviving or dishonor for failure.

 

In fairness, Bobby Jindal left Washington months before he was chauffeured around the state by Governor Foster circa 2003.   But, that was four years ago, and Katrina and Rita did not happen then. 

 

As the evidence piles up, the Democratic leaders should tell John Breaux, No Mas.  Granted, at one time, I thought Republicans wanted him to run so they could win in Court after he qualified.  Boy, was I wrong.  They want him out now because they believe he is the only one who can beat Jindal.  I disagree regarding that last point.  There are democrats with great name recognition.  There are other prospective candidates with plenty of smarts and who could win if they could garner some name recognition the right push, the right money, the right mo—just as Jindal received last gubernatorial election.  However, if the state keeps the same demography, all Democrats will have a more difficult time winning.

 

John Breaux should be applauded for wanting to help out Louisiana at this great time of need, giving up his incredible salary for a chance at the Governor’s wheel.  But, the evidence is mounting and admissions as that found by Dan Kyle are damning.   The longer he stays and fights this out, the shorter time other Democrats have to mount their candidacies.  Jindal will be formidable no matter who runs against him and the GOP and the Demos will attack each other like a cockfight.

 

But, the migratory bird in this case appears to be John Breaux who seems to be migrating back home, unqualified as a Katrina victim, and not seemingly qualified as a Louisiana citizen,  resident, or as a domiciliary.  And even if he decides to stick it out, he is going to be forced to duck those flying questions—just what did you do during the Katrina war, Daddy?

 

 

Here is the press release circulated on Thursday by the Louisiana GOP and the LA Chairman, Roger Villere:  

 

 

Lobbyist John Breaux (D-MD) obtained a “non-resident” hunting license in 2006 when he visited the Sportsman’s Paradise of Louisiana.

 

            Documentation obtained today by LAGOP Deputy Chairman Dan Kyle from the Louisiana Department of Wildlife and Fisheries shows the following:

 

“Our records indicate that Mr. John Breaux acquired the following licenses, Nonresident Migratory Bird 3-day, Nonresident LA Duck Stamp and HIP Certification on January 3, 2006.”

 

            Roger F. Villere, Jr., Chairman of the Republican Party of Louisiana said “the evidence is mounting against Breaux being even remotely considered a citizen of Louisiana. The non-resident hunting license is in addition to his voter registration, homestead exemption, primary residence, and drivers license all being in Maryland.”

 

            “This is one more embarrassing development that clearly indicates that Lobbyist John Breaux is a citizen of Maryland,” Villere said.  “He obviously has not met the requirements for running for Governor of Louisiana, but he does have a great case for Maryland.”

Boasso would kick Ayatollah Breaux's migratory but. Did Ayatollah Breaux roll up his starched phony sleeves as John Edwards did and use the situation not for us but for himself? At least John Phony Edwards left his 26,000 square foot home and make a phony appeareance in New Orleans. I am an independent so I will say Boasso is sounding like what the average Louisiana citizen would is thinking. Please don't vote party, vote for what you consider the best candidate.

To any and all who arrive here, John Tremé has said it all both here and on at least one other thread in what he posted in his comment about the 14th Amendment. I have yet to see anyone answer John directly -- all I've seen is either a persistent pounding of the table demanding that we accept Breaux's legitimacy because he was once an elected official in this state or, as I now see, perhaps some suggestion that we should allow anyone to run, such as Rudy Giuliani, which of course means that the laws of the State of Louisiana just don't matter; an attitude I'm not surprised to see voiced by Breaux's supporters. And what fun the Jindal opponents are having trying to formulate some argument against Jindal's legitimacy because of his time in Washington and his move from Baton Rouge to Kenner. It was all perfectly in conformity with Louisiana law and the facts are well known because Jindal and his people discuss them openly. Jindal has always been available for questions on the matter. We haven't heard anything like that from John Breaux or those in his camp, which is why his supporters come here to pound the table, because Breaux's failure to speak to us openly on this issue shows the facts are against him. Today's revelation only adds fuel to the fire.

So, Jason: Suppose you have something I want. The law says it's illegal for me to take it without your consent. But I want it anyway. Using your analogy, I guess it's ok for me to take it if I'm the best gunslinger. If I can manage to take away and walk off with whatever it is you have that i want it's ok, because the law that says I have no right to do that doesn't matter and it should be a matter of letting the best man (gunslinger) win. " What the heck does Katrina and Rita have to do with whether we should overlook Jindal leaving washington months before he ran for Governor (and then leaving Baton rouge WEEKS before announcing his run for Congress) but not Breaux? That is just plain silly. What is shows the the hypocricy of a Republican party who will do anything to get their person in. Let Breaux have his day in court to establish his citizenship here. If he loses, Republicans can cheer because their wonder boy loses one of his biggest threats.

Charles--so what if a few cajuns went hunting in the weeks after Katrina ? The main point is that Breaux applied for a NON_RESIDENT license. HE ADMITS IT HIMSELF BEHIND CAMERAS. Now the former EWE's chief of staff wants to be a resident. He wants the POWER. shame, shame on him

You have some good points but it is obvious you are not a duck hunter. Those of us who are, went hunting out of flooded homes or destroyed camps just to get away from all the stuff. The season is only sixty days long and the worse the weather, the better for hunting. Its more than a hobby, it's a dedication to one of our major outdoor pursuits. I'm not defending John or anyone else but I will defend a hunter's necessity to hunt whenever he can.

I seem to recall Gov. Blanco appointing Jr. John Breaux to a special committee to help Louisiana recover post Katrina & Rita. I think it was over a year ago. He was to use his status as a highly respected former US Senator to coordinate things in Washington to help rebuild South Louisiana. After the press conference, I have heard no more about this appointment.

Mr Treme makes a very convincing argument re John Breaux's citizenship status. Everything I have seen points to both non-residency and non-citizenship. He might be able to re-establish Louisiana residency prior to qualifying, but I'm anxious to see how he is going to re-qualify as a citizen retroactively to meet the five year requirement. I'm going to see a magic show this afternoon: maybe the magician will have some suggestions. I'll ask him. :-)

let me give you my final analysis -- the u.s. constitution is crystal clear as it relates to state citizenship - and too u.s. citizenship -- if one is born or naturalized on u.s. soil -- you are a u.s. citizen -- and you are a citizen in the state in which you reside -- that is the supreme law of the land -- state citizenship is not defined in our state constitution simply b/c it is clearly defined in the u.s. constitution in the 14th amendment -- those who drafted the u.s. constitution were thinking of this very issue when they clearly defined state citizenship -- it is also evident by the very wording of the 14th amendment that one can only be a citizen of one state -- the one in which you reside -- not where one merely has a residence -- with that said, it is not an issue for the state court to decide -- if that were the case -- both louisiana and maryland courts could decide separately that mr. breaux is not a citizen of maryland and not a citizen of la. -- thus leaving mr. breaux to have no state citizenship -- mr. breaux claims to be a la citizen yet it is not defined by la constitution -- so on what does he base his conclusion -- imagine if it were left to the state courts to define state citizenship - they could alienate millions of people -- one state says -- all white males -- another state -- residents over 35 -- i hope you get the point -- the 14th amendment to the u.s. constitution controls this matter -- mr. breaux is a resident of maryland -- not louisiana
