Jefferson Parish Scandal: Emails Link Whitmer, Others To Casino

Jefferson, Louisiana--In addition to his insurance work with Lagniappe Industries, Jefferson Parish Chief Administrative Officer Tim Whitmer and former Parish President Tim Coulon formed a company that was involved in video gaming and had revenue-sharing agreements with a company that received preferential zoning changes to build a truck stop casino in Westwego.

CWC Gaming, which lists Tim Coulon and Tim Whitmer as Officers and Jefferson Parish Attorney Tom Wilkinson as Registered Agent, was involved in revenue-sharing agreements with two truck stop casinos owned by Redman Gaming of Kenner. Redman has submitted an “intent to build” application for the Westwego truck stop casino.

Emails show that CWC Gaming had revenue-sharing agreements with Redman involving truck stop casinos in Eunice and Sulphur. The Sulphur truck stop casino is pending.

The Jefferson Parish Council on August 12th, unanimously approved a zoning change and a special permit which would allow Redman to build the Westwego truck stop casino. The Jefferson Parish Planning Department, which is under Whitmer, approved the zoning change prior to the Council’s vote.

Whitmer is on paid administrative leave from his position as Chief Administrative Officer and the Parish Council has scheduled a hearing for January 6th to discuss Whitmer’s role in a secret commission-skimming deal with West Jefferson Medical Center.
