African American Civic and Faith Based Organizations and Individuals Endorse the Charter Amendment That Will Create A Fair Planning Process and Zoning with Legal Teeth

Citizen For A Master Plan (11/3/08) - New Orleans ..., A growing number of respected African American leaders and organizations are publicly weighing in to support passage of the City Charter Amendment on the ballot November 4th. The Amendment, commonly referred as 'A Master Plan with the Force of Law,' when passed will require that the City utilize a citizen-driven planning process to create a Master Plan and to rewrite the dysfunctional zoning code that currently exists. The current list of supporting organizations includes the City-wide Tenants Organization, the African American Male and Female Institute, Guste Homes Resident Management Association, and Baptist Pastors Conference. Prominent individuals within the African American community who have voiced public support include Reverend Marshall Truehill, Reverend Dr. Chris Gordon and Reverend Byron Clay. State Senator Ann Duplessis is also endorsing passage of this Amendment. Among several neighborhood associations, Pam Dashiell, representing the Holy Cross neighborhood association, has been a staunch supporter, along with Cynthia Wiggins from Central City. This Amendment was placed on the November 4th ballot by a 7-0 favorable vote of the City Council in July, 2008.
"We understand that there is some confusion about this issue and so we wanted to state clearly to our community that this Amendment is not a vote on a specific plan, but rather an opportunity to create a more level playing field for all citizens, because all citizens are affected by zoning decisions. Zoning rules should be fairly created and enforced without regard to race, economic means, access to elected officials, or any other factors," said Truehill, "The African American community has been repeatedly victimized by ad hoc, whimsical and singularly discretionary planning on the part of the City Council of New Orleans. The only way to change this 'bad habit' approach to planning the future of New Orleans is to require it by law. That is what the Charter Amendment on the ballot this Tuesday will do."
For example, if a traditionally single family home neighborhood has lost population and become blighted, without legally enforceable zoning, an insensitive large developer may very well have the money and influence to convince a majority four City Council members to allow the purchase and clearing of the land for commercial use in the interest of 'increased tax revenue and job creation.' That's how things work today, and how neighborhoods not protected by legal zoning lose out in the decision process.
One point of controversy is whether or the Amendment is premature given the fact that a specific Master Plan and Zoning Ordinance will not be ready for citizen review until June 2009 at the earliest. This point of view belies the actual content of the Amendment which does not address any specific Plan, but rather requires that the City adopt a process for planning and zoning that allows every citizen who is willing to participate every opportunity to mold the document, resulting eventually in a Master Plan and Zoning Code that is reviewed by the City Planning Commission and voted on by the City Council.
This Amendment makes provisions for changes to both the Plan and the Zoning once a year. This is reasonably frequent, since often the biggest controversies take several months to sort out anyway. An additional provision in the Amendment is that the Master Plan be given a complete and thorough review every five years to see if any major adjustments need to be made.
New Orleans needs better, fairer governance. The back room politics and influence peddling need to stop! This Amendment means positive change, driven by citizen involvement. The Amendment ensures a process that will yield a Master Plan and Zoning Ordinance that is predictable enough to provide a sense of security, but flexible enough to take advantage of unforeseen opportunities that can help our City grow and prosper.
Vote YES for the Charter Amendment on November 4th. Vote YES for your neighborhood now!

Hello Everyone!
We are coming down to the wire now with the elections. First, I want to thank everyone for all of their efforts on behalf of our country and our future. Everyone has been great and we would not have come this far without everyone's help. The finish line is within sight and if everyone stays the course, we can move to victory.
In these last two days, there is still much that we can do as we strive towards success. We can accomplish several historic things. First we can elect Senator McCain and Governor Palin as President and Vice President. We can also help get out the word for John Kennedy and others that are poised to take democrat seats. If you know people in the Baton Rouge area (CD 6), be sure to encourage them to vote for Bill Cassidy for Congress. If you know someone in the Lafayette area, tell them to vote for Charles Boustany (CD 7). In the Kenner area (CD1) let's turn the vote out for Steve Scalise. In areas where there is a runoff between Republicans, be sure to vote for the Republican of your choice. What a great thing to put a Republican in the White House, and send another Republican to the Senate, while making sure our Congressional seats are held by Republicans.

It isn't too late to donate and they can all use the help!
The last way to help our efforts is to make sure that you and all your family and friends vote for Senator McCain, Treasurer Kennedy and Bill Cassidy, Charles Boustany, Steve Scalise or the Republican of their choice in other races. If you have friends or family that need help going to the polls, please help them get there or call Jordan so that we can arrange to have a volunteer help them.
Lastly, don't be discouraged by the polls! We can win this thing if all of us do our part and help turn out the Republican vote. More than ever...every single vote is needed in these close races. Thanks again for all of your help.
