For one of the first time since Hurrricane Katrina, the Congressional Delegation and the Governor of Louisiana and now the incoming Governor, Bobby Jindal appear to be dead set on overriding President Bush’ veto of a very important piece of legislation to Louisiana called the WRDA bill which President Bush has labeled as “Pork”.
This week, Jindal said that Bush could could authorize the legislation but that funding would be separate.Jindal said he was interested in the money that was necessary for Louisiana.
However, Bush failed to even authorize the legislation which is now resulting in a showdown which in many respects pits Louisiana against President Bush.Jindal also said he felt there enough votes in Congress to override the veto.

Statement by Governor Blanco
BATON ROUGE - Governor Kathleen Babineaux Blanco issued the following statement today regarding President Bush's veto of the Water Resources Development Act of 2007 (WRDA):
"I am extremely disappointed President Bush has chosen to veto this critical legislation. WRDA has enjoyed overwhelming bipartisan support in both houses of Congress, and the projects authorized by this bill are vital to the restoration and progress of Louisiana and the GulfCoast. These projects will give our people confidence the federal failures of 2005 will not happen again. Strengthening our levees, repairing our wetlands, and closing the Mississippi River Gulf Outlet will allow our communities to rebuild and prepare for storms of the future.
"I thank the members of Louisiana's Congressional Delegation for their continued support of this essential legislation. We must now take immediate action to override the President's veto. I call upon Congress to fulfill the promise made to the people of the GulfCoast by the federal government two years ago. WRDA is needed, and it is needed now. Our nation has waited six years, and we cannot wait any longer."
Statement by U.S. Senator Mary Landrieu
Just moments ago, I learned that the President followed through on his threat and vetoed the Water Resources Development Act, a bill that is very important to the nation, especially to Louisiana's economy and safety.
The fight now moves to Congress, where I will join with Louisiana's Congressional delegation in leading a bipartisan fight to overturn the veto. We need to gather 2/3 support in both the House and Senate, but we'll need your help to get there.
As I've written to you before, the Water Resources Development Act that the President is threatening to veto is critical to Louisiana's safety and economic future. It would greatly enhance flood protection, navigation, and levee protection in Louisiana. It represents the first comprehensive water resources bill in nearly seven years, a wait that is far too long for such vital protections.
This bill will provide for coastal restoration and stronger levee systems, protections that will significantly reduce the chance of catastrophic damages from future hurricanes. By latest estimates, this bill includes up to $7 billion in infrastructure funding for Louisiana. That investment is important for Louisiana and a wise use of federal funds; Hurricane Katrina, alone, caused over $81.2 billion in damages. Building the infrastructure we need to protect ourselves from future storms is a smart, life-saving investment.
Thank you for your support, and I will keep you updated on all the latest developments as we approach the votes to override this veto, which could come as soon as next week.
Later on FridayMary Landrieu issued this statement:
United States Senator Mary L. Landrieu, D-La., today made the following statement after President Bush vetoed the Water Resources Development Act (WRDA). As soon as the veto was confirmed, Sen. Landrieu spoke with Majority Leader Harry Reid, D-Nev. The House of Representatives must act first under constitutional procedure, but Sen. Reid promised Sen. Landrieu he would move to schedule a Senate vote to override the veto at the earliest opportunity following the House, which is expected to act as early as Tuesday.
The Senate passed the WRDA conference report 81-12, and the House voted 381-40. A two-thirds majority of each chamber is needed for an override.
Sen. Landrieu said:
“The President today vetoed a bipartisan bill that provides critical coastal protection and strengthens avenues of commerce all over the country. This protection from natural catastrophes underpins Louisiana’s recovery from Hurricanes Katrina and Rita.
“The Senate and House decided to put an end to the tedious seven year wait and voted overwhelmingly for this bill that includes wetland protection, flood protection and levee repair and construction, and dredging of our navigable waters and ports.
“For Louisiana, the bill authorizes a $7 billion investment in protecting our communities from future storms rising in the Gulf. It is truly an historic commitment to coastal restoration in our state.
“I am disappointed that the President chose to veto this critical legislation, but I stand united with the Louisiana delegation to work to override the veto in the House and Senate. With so much on the line for our state, we will fight to enact this vital bill with or without the President’s consent.”
Letter from Congressman Richard Baker:
U.S. Rep. Richard Baker, R-Baton Rouge, issued the following statement today in response to President Bush’s veto of the Water Resources Development Act.
“Republicans and Democrats workedin a bipartisan and bicameral manner to craft the WRDA bill the president vetoed today. I am confident that Members of Congress are just as committed to supporting WRDA now as they were when Congress approved the bill by an overwhelming and veto-proof margin.
“The vote to override President Bush’s veto of WRDA will take place on Tuesday of next week. As a member of the conference committee that wrote the WRDA bill, which includes over $3 billion for Louisiana, I will continue to work to ensure this veto is overridden.”

Also, Republican Governor Elect Jindal specifically discussed the importance of the legislation hoped President Bush would not veto it. Republican Vitter likewise indicated that he thought the veto would face an override vote and that he had commitments from 22 Republican Senators to help with the override.
According to Jindal earlier this week, the entire Louisiana delegation was in favor of the legislation. Included in those who are in favor or the override is Congressman William "Bill" Jefferson.

Governor Jindal Mending Bridges With Louisiana

It was not the “showdown” some wanted or expected for Monday July 7, 2008.
That would have been the day that thousands were expected to converge upon the steps of the state capitol to rally and urge Governor Jindal to veto the “now infamous ” legislative pay raise”.
Instead, at a press conference in New Orleans, where Governor Jindal praised legislators for stewarding key mental health legislation into law for the Crescent City and for Louisiana, it was a strange scenario for me to be face-to-face with the same Governor that would have been the target of my and many other’s constructive criticisms.
On Monday, Jindal had just left the Press Club in Baton Rouge where he discussed the depletion of the Ethics Board, the increase in certain Louisiana Economic Development salaries, the vetoing of legislator’s and public service commissioner’s pay raises and the mentioning of possible special sessions for next year.
Then, around the same time that the pay raise veto rally was expected to occur, I, Publisher of Bayoubuzz and organizer of the rally (“that didn’t”-- thanks to the Governor’s veto) approached the Governor after the New Orleans press conference. I shook his hands as a gesture “to start anew” and asked him, while referencing the emotional legislation of the veto--“what was the most important legislation of the session that will become law”.
He replied the “workforce legislation”.
That would be the body of laws that are designed to focus upon educating the current and future workforce to meet the jobs of today and tomorrow, including changing the current Department of Labor into the Workforce Commission.
The current “road show” by the Jindal Administration appears to be a way to build bridges with the legislature and with the public. Governor Jindal has plenty of fence-mending to do. The Gold Standard of Ethics has turned into promise bundled by a pile of confusion. Ethics Commissioners have resigned claiming their powers were defanged while the Governor cites stricter ethics reporting as a reason for their departures. Over 250 members of boards and commissioners have also resigned—many due to the ethics reporting requirements. The legislature clearly does not trust the Administration. The public is still in “shell shock” over “Pay Raise Gate”. So, yesterday’s events were a way for the Governor to use his immense power to thank the legislature for its cooperation, to tout his achievements, to field questions and to reach out to the public.
Governor Jindal still has a long way to go to repair relationships with voters. His precipitous drop in the SMOR poll shows that the honeymoon is over but he still has favorable approval marks with the majority of the Louisiana citizens.
Jindal unquestionably has made major changes in Louisiana through legislation and now we are waiting for the results. We will see if his workforce, his mental health initiatives, his ethics and other legislation bear fruit for the short and long-haul. Right now, it is still too early to judge the Governor regarding his real impact, but, we can clearly see his actions.
As a intermittent critic of Governor Jindal and recently as an activist, my hand went out to the Governor as a gesture to let him know that many of us still want him to succeed.
Governor Jindal is clearly learning on the job. He has made major blunders. But, he needs the support of the media and the people for him to achieve the very high expectations he set as a candidate.
No doubt, some people have given up hope after this past session. Others are willing to help when appropriate. The Governor will need more than workforce legislation to rework his image and his agenda. He needs to build trust among those who have abandoned him. His road appearances and media interviews will help cement those needed bridges. I personally still believe Jindal has the ability to reconstruct the support of those who left him over the past few weeks. Even if we do not work together for the Governor’s own political ambitions, the bottom line is--we all have a state to rebuild. The Governor needs all of us to stretch a helping hand to really shake up Louisiana for the positive. The trick is to disagree to be helpful and to question, when confused. After all, yes, it is our state and the Governor is our top administrator. Without doubt, there will be tensions in the future. But, we all have the common interest in mind. We all want a new and better Louisiana--where we can rally with praise but prod with hope rather than yelling out of anger or disgust.

I think we need a Bloomberg type person for Mayor in New Orleans, and an Arnold Schwarzenegger type for Governor of Louisiana...... Poll indicators indicate satisfaction with state government to be just slightly higher than 50%. In other words, maybe they are satisfied, and maybe they are not. But then again you have to consider that the bookies may be hedging the polls and it really isn't 50% BUT CLOSER TO 35% because state employees are in the ranks of the pollies being polled. To its credit, the Bush Administration's recent Statement of Administration Policy (SAP) warns of the wasteful spending included in the bill and the inclusion of many projects outside the three main missions of the Corps. The SAP states that "the Administration strongly opposes H.R. 1495 in its current form."[1] Specifically, the Administration expressed concern about spending proposals targeted to wastewater and drinking water infrastructure projects—heretofore a state and local responsibility—and "a costly commitment to periodic nourishment of sand beaches." The Corps' beach replenishment program reflects a trickle-up economic policy designed to transfer the tax dollars of ordinary Americans to protect the vacation homes and seasonal businesses of the well-to-do. As has been the case in most years, the Corps budget is fully earmarked, and many of the included projects focus on its core missions of inland navigation and flood control and protection. While many of these projects have been subject to a rigorous cost-benefit analysis to ensure that the estimated value of their benefits exceeds their costs, other projects in the bill instead reflect the influence of privileged constituencies and their lobbyists working on retainer. Among the many questionable earmarks included in the bill are: Funding for a study on the impact on navigation of the proposed Knik Arm Bridge (renamed "Don Young's Way" in SAFTEA-LU) at Cook Inlet in Alaska (Section 4005); Riverfront development to enhance recreation in Perth Amboy, New Jersey (Section 4048); Ecosystem restoration of the Walla Walla River Basin in Washington (Section 4063); Water supply projects in Wilke County and Yadkinville, North Carolina, and Abilene, Texas (Sections 4058, 4059 and 4077); Authorization of $5,300,000 for the construction of Lake Lanier Olympic Center in Georgia (Section 5061); and Authorization of $65,000,000 for a Lido Key Beach, Florida, replenishment project (Section 3036). Several other beach replenishment projects have been added to Section 1001 of H.R. 1495, including: $21,000,000 for Imperial Beach, California, beach replenishment; $101,000, 000 for beach replenishment at Ocean City, Sea Isle City, and contiguous New Jersey seashore resorts; $59,000,000 for central New Jersey seashore beach replenishment; $122,000,000 for beach replenishment in northern New Jersey; and $10,600,000 for beach replenishment on Pawley's Island, South Carolina.

To its credit, the Bush Administration's recent Statement of Administration Policy (SAP) warns of the wasteful spending included in the bill and the inclusion of many projects outside the three main missions of the Corps. The SAP states that "the Administration strongly opposes H.R. 1495 in its current form."[1] Specifically, the Administration expressed concern about spending proposals targeted to wastewater and drinking water infrastructure projects—heretofore a state and local responsibility—and "a costly commitment to periodic nourishment of sand beaches." The Corps' beach replenishment program reflects a trickle-up economic policy designed to transfer the tax dollars of ordinary Americans to protect the vacation homes and seasonal businesses of the well-to-do. As has been the case in most years, the Corps budget is fully earmarked, and many of the included projects focus on its core missions of inland navigation and flood control and protection. While many of these projects have been subject to a rigorous cost-benefit analysis to ensure that the estimated value of their benefits exceeds their costs, other projects in the bill instead reflect the influence of privileged constituencies and their lobbyists working on retainer. Governmental corruption If the highest echelons of the governments also take advantage from corruption or embezzlement from the state's treasury, it is sometimes referred with the neologism "Kleptocracy". Members of the government can take advantage of the natural resources (e.g. diamonds and oil in a few prominent cases) or state-owned productive industries. A number of corrupt governments have enriched themselves via foreign aid, which is often spent on showy buildings and armaments. A corrupt dictatorship typically results in many years of general hardship and suffering for the vast majority of citizens as civil society and the rule of law disintegrate. In addition, corrupt dictators routinely ignore economic and social problems in their quest to amass ever more wealth and power. The classic case of a corrupt, exploitive dictator often given is the regime of Marshal Mobutu Sese Seko, who ruled the Democratic Republic of the Congo (which he renamed Zaire) from 1965 to 1997. It is said that usage of the term kleptocracy gained popularity largely in response to a need to accurately describe Mobutu's regime. Another classic case is Nigeria, espeicially under the rule of General Sani Abacha who was de facto president of Nigeria from 1993 until his death in 1998. He is reputed to have stolen some US$3-4 billion. He and his relatives are often mentioned in Nigerian 419 letter scams claiming to offer vast fortunes for 'help' in laundering his stolen 'fortunes', which in reality turn out not to exist. More than $400 billion was stolen from the treasury by Nigeria's leaders between 1960 and 1999. More recently, articles in various financial periodicals, most notably Forbes magazine, have pointed to Fidel Castro, General Secretary of the Republic of Cuba since 1959, of likely being the beneficiary of up to $900 million, based on "his control" of state-owned companies. Opponents of his regime claim that he has used money amassed through weapons sales, narcotics, international loans and confiscation of private property to enrich himself and his political cronies who hold his dictatorship together, and that the $900 million published by Forbes is merely a portion of his assets, although that needs to be proven.

I think we need a Bloomberg type person for Mayor in New Orleans, and an Arnold Schwarzenegger type for Governor of Louisiana...... Poll indicators indicate satisfaction with state government to be just slightly higher than 50%. In other words, maybe they are satisfied, and maybe they are not. But then again you have to consider that the bookies may be hedging the polls and it really isn't 50% BUT CLOSER TO 35% because state employees are in the ranks of the pollies being polled. I think we need a Bloomberg type person for Mayor in New Orleans, and an Arnold Schwarzenegger type for Governor of Louisiana...... Poll indicators indicate satisfaction with state government to be just slightly higher than 50%. In other words, maybe they are satisfied, and maybe they are not. But then again you have to consider that the bookies may be hedging the polls and it really isn't 50% BUT CLOSER TO 35% because state employees are in the ranks of the pollies being polled. Polly wanna cracker.....

Governmental corruption If the highest echelons of the governments also take advantage from corruption or embezzlement from the state's treasury, it is sometimes referred with the neologism "Kleptocracy". Members of the government can take advantage of the natural resources (e.g. diamonds and oil in a few prominent cases) or state-owned productive industries. A number of corrupt governments have enriched themselves via foreign aid, which is often spent on showy buildings and armaments. A corrupt dictatorship typically results in many years of general hardship and suffering for the vast majority of citizens as civil society and the rule of law disintegrate. In addition, corrupt dictators routinely ignore economic and social problems in their quest to amass ever more wealth and power. The classic case of a corrupt, exploitive dictator often given is the regime of Marshal Mobutu Sese Seko, who ruled the Democratic Republic of the Congo (which he renamed Zaire) from 1965 to 1997. It is said that usage of the term kleptocracy gained popularity largely in response to a need to accurately describe Mobutu's regime. Another classic case is Nigeria, espeicially under the rule of General Sani Abacha who was de facto president of Nigeria from 1993 until his death in 1998. He is reputed to have stolen some US$3-4 billion. He and his relatives are often mentioned in Nigerian 419 letter scams claiming to offer vast fortunes for 'help' in laundering his stolen 'fortunes', which in reality turn out not to exist. More than $400 billion was stolen from the treasury by Nigeria's leaders between 1960 and 1999. More recently, articles in various financial periodicals, most notably Forbes magazine, have pointed to Fidel Castro, General Secretary of the Republic of Cuba since 1959, of likely being the beneficiary of up to $900 million, based on "his control" of state-owned companies. Opponents of his regime claim that he has used money amassed through weapons sales, narcotics, international loans and confiscation of private property to enrich himself and his political cronies who hold his dictatorship together, and that the $900 million published by Forbes is merely a portion of his assets, although that needs to be proven.

It's been almost six months since the devastation of Hurricane Katrina. The federal government has handed out billions in contracts ranging from over $500 million for the giant construction company Bechtel to provide short-term housing to people displaced by the hurricane to a $185 contract with RT's Plumbing in New Iberia, LA to service portable toilets. In the rush to respond to the crisis, FEMA and other federal agencies sidestepped normal protocol and gave out many no-bid contracts. Some of those deals have come under scrutiny due to the fact that insiders seemed to be profiting from the disaster - two of former FEMA director-turned-lobbyist Joseph Allbaugh's corporate clients, Shaw Group and Halliburton, have reaped hundreds of millions in contracts. And Bechtel's CEO, Riley P. Bechtel, was named by President Bush to his Export Council. So, we decided to take a look at government figures involved in the Katrina recovery effort, primarily examining the political leaders in Louisiana and Mississippi and prominent members of the Louisiana Recovery Authority and the Mississippi Development Authority, to see if any of their companies or organizations have been awarded contracts related to the recovery. (*Note that these records do not take into account contracts awarded by the Department of Defense.) To its credit, the Bush Administration's recent Statement of Administration Policy (SAP) warns of the wasteful spending included in the bill and the inclusion of many projects outside the three main missions of the Corps. The SAP states that "the Administration strongly opposes H.R. 1495 in its current form."[1] Specifically, the Administration expressed concern about spending proposals targeted to wastewater and drinking water infrastructure projects—heretofore a state and local responsibility—and "a costly commitment to periodic nourishment of sand beaches." The Corps' beach replenishment program reflects a trickle-up economic policy designed to transfer the tax dollars of ordinary Americans to protect the vacation homes and seasonal businesses of the well-to-do. As has been the case in most years, the Corps budget is fully earmarked, and many of the included projects focus on its core missions of inland navigation and flood control and protection. While many of these projects have been subject to a rigorous cost-benefit analysis to ensure that the estimated value of their benefits exceeds their costs, other projects in the bill instead reflect the influence of privileged constituencies and their lobbyists working on retainer. Among the many questionable earmarks included in the bill are: Funding for a study on the impact on navigation of the proposed Knik Arm Bridge (renamed "Don Young's Way" in SAFTEA-LU) at Cook Inlet in Alaska (Section 4005); Riverfront development to enhance recreation in Perth Amboy, New Jersey (Section 4048); Ecosystem restoration of the Walla Walla River Basin in Washington (Section 4063); Water supply projects in Wilke County and Yadkinville, North Carolina, and Abilene, Texas (Sections 4058, 4059 and 4077); Authorization of $5,300,000 for the construction of Lake Lanier Olympic Center in Georgia (Section 5061); and Authorization of $65,000,000 for a Lido Key Beach, Florida, replenishment project (Section 3036). Several other beach replenishment projects have been added to Section 1001 of H.R. 1495, including: $21,000,000 for Imperial Beach, California, beach replenishment; $101,000, 000 for beach replenishment at Ocean City, Sea Isle City, and contiguous New Jersey seashore resorts; $59,000,000 for central New Jersey seashore beach replenishment; $122,000,000 for beach replenishment in northern New Jersey; and $10,600,000 for beach replenishment on Pawley's Island, South Carolina.

Rent seeking generally implies the extraction of uncompensated value from others without making any contribution to productivity, such as by gaining control of land and other pre-existing natural resources, or by imposing burdensome regulations or other government decisions that may affect consumers or businesses. While there may be few people in modern industrialized countries who do not gain something, directly or indirectly, through some form or another of rent seeking, rent seeking in the aggregate may impose substantial losses on society.
Most studies of rent seeking focus on efforts to capture special monopoly privileges, such as government regulation of free enterprise competition, though the term itself is derived from the far older and more established practice of appropriating a portion of production by gaining ownership or control of land. The term "monopoly privilege rent seeking" is an often-used label for the former type of rent seeking. Often-cited examples include a farm lobby that seeks tariff protection or an entertainment lobby that seeks expansion of the scope of copyright. Other rent seeking is held to be associated with efforts to cause a redistribution of wealth by, for example, shifting the government tax burden or government spending allocation.

A Plutocracy is a government controlled by a minuscule proportion of extremely wealthy individuals found in most societies. In many forms of government, those in power benefit financially, sometimes enough to belong to the aforementioned wealthy class.
Classically, a plutocracy was an oligarchy, which is to say a government controlled by the wealthy few. Usually this meant that these ‘plutocrats’ controlled the executive, legislative and judicial aspects of government, the armed forces, and most of the natural resources. To a certain degree, there are still some situations in which private corporations and wealthy individuals may exert such strong influence on governments, that the effect can arguably be compared to a plutocracy.

Socialists and other anti-capitalists often assert that crony capitalism is the inevitable result of any capitalist system. Jane Jacobs calls it a natural consequence of collusion between those managing power and trade. Since businesses make money and money leads to political power, business will inevitably use their power to influence governments. Much of the impetus behind campaign finance reform in the United States and other countries is an attempt to prevent the leveraging of economic power into political power.
Capitalists generally oppose crony capitalism as well, but consider it an aberration brought on by governmental favors incompatible with true capitalism. In this view, crony capitalism is the result of an excess of socialist-style interference in the market, which requires active corporate lobbying to reduce red tape. They point to the relatively higher levels of interaction between corporations and governments that are considered more socialist, taken to its maximum in the form of nationalization of industries. Even if the initial regulation was well-intentioned (to curb actual abuses), and even if the initial lobbying by corporations was well-intentioned (to reduce illogical regulations), the mixture of business and government eventually proves poisonous. Burton W. Folsom, Jr., in his book The Myth of the Robber Barons, distinguished those that engage in crony capitalism – designated by him "political entrepreneurs" – from those who compete in the marketplace without special aid from government, whom he calls "market entrepreneurs". Economists of the Austrian School are severe in attacking crony capitalism, although in more formal contexts the term "state corporatism" is usually used.
Radical economists have described the term as an ideologically motivated attempt to avoid the more fundamental problems of market capitalist economic arrangements. The term "crony capitalism" made its first significant impact in the public arena as an explanation of the Asian financial crisis. However radical economists have frequently dismissed this explanation of the Asian financial crisis as apologetics for failures of neoliberal policy and more fundamental weaknesses of market allocation. According to radical economist Robin Hahnel,
IMF officials Michel Camdessus and Stanley Fischer were quick to explain that the afflicted economies had only themselves to blame. Crony capitalism, lack of transparency, accounting procedures not up to international standards, and weak-kneed politicians too quick to spend and too afraid to tax were the problems according to IMF and US Treasury Department officials. The fact that the afflicted economies had been held up as paragons of virtue and IMF/World Bank success stories only a year before, the fact that neoliberalism’s only success story had been the Newly Industrialized Countries (NIC's) who were now in the tank, and the fact that the IMF and Treasury department story just didn’t fit the facts since the afflicted economies were no more rife with crony capitalism, lack of transparency, and weak-willed politicians than dozens of other economies untouched by the Asian financial crisis, simply did not matter.[5]
Finally, some critics question whether the concept is meaningful at all, pointing out that personal factors influence business decisions in all economic systems that involve a government and that the existence of these factors is an insufficient explanation for why certain economic systems work better than others.

In its worst form, crony capitalism can devolve into simple corruption, where any pretense of a free market is dispensed with. Bribes to government officials are considered de rigueur and tax evasion is common; this is seen in many parts of Africa, for instance. This is sometimes called plutocracy (rule by wealth) or kleptocracy (rule by theft).
Corrupt governments may favor one set of business owners who have close ties to the government over others, as in the Philippines under Ferdinand Marcos' dictatorship. This may also be done with racial, religious, or ethnic favoritsm; for instance, Alawites in Syria have a disproportionate share of power in the government and business there. (President Assad is an Alawite.) Theoretically, this can be explained by considering personal relationships as a social network. As government and business leaders try to accomplish various things, they naturally turn to other powerful people for support in their endeavors. These people form hubs in the network. In a developing country those hubs may be very few, thus concentrating economic and political power in a small interlocking group. In a fully developed country, the processes of capitalism have already concentrated wealth into the possession of a small group, with the same result: reduction of the number of hubs.
Normally, this will be untenable to maintain in business; new entrants will affect the market. However, if business and government are entwined, then the government can maintain the small-hub network.

More direct government involvement can lead to specific areas of crony capitalism. Governments will, often in good faith, establish government agencies to regulate an industry. But, the members of an industry have a very strong interest in the actions of a regulatory body, while the rest of the citizenry are only lightly affected. As a result, it is not uncommon for current industry players to gain control of the "watchdog" and use it against competitors. This phenomenon is known as regulatory capture. A famous early example in the United States would be the Interstate Commerce Commission, which was established in 1887 to regulate the railroad "robber barons;" instead, it quickly became controlled by the railroads, who set up a permit system that was used to deny access to new entrants and functionally legalized price fixing. A more modern example would be the case of Creekstone Farms. After the mad cow scare, Creekstone decided to test all its cows for mad cow disease. This would enable them to sell again to Japan, which had blocked import of all American beef that had not been completely tested. After the proper facilities had been built and the personnel hired to make such a change, the U.S. Department of Agriculture issued an injunction and refused to allow Creekstone to buy the kits necessary to test.[4] This allowed the larger beef producers to keep costs low and not be out-competed by a smaller rival. Creekstone sued the USDA in response for abrogating free competition in the market.
The so-called "military-industrial complex" in the United States is often accused to be a case of crony capitalism in an industry. Connections with The Pentagon and lobbyists in Washington are decried by critics as more important than actual competition, due to the political and secretive nature of defense contracts. In the Airbus-Boeing WTO dispute, Airbus (which receives subsidies from European governments) alleges that Boeing receives similar subsidies hidden as inefficient defense contracts.

In its lightest form, crony capitalism consists of collusion among market players. While perhaps lightly competing against each other, they will present a unified front to the government in requesting subsidies or aid (sometimed called a trade association or industry trade group). Newcomers to a market may find it difficult to find loans or acquire shelf space to sell their product; in technological fields, they may be accused of infringing on patents that the established competitors never invoke against each other. Distribution networks will refuse to aid the entrant. That said, there will still be competitors who "crack" the system when the legal barriers are light, especially where the old guard has become inefficient and is failing to meet the needs of the market. Of course, some of these upstarts may then join with the established networks to help deter any other new competitors. The keiretsu of post-war Japan may be an example of such an arrangement, as would the powerful families who control much of the investment in Latin America.
Crony capitalism is generally associated with more virulent government intervention, however. Intentionally ambiguous laws and regulations are common in such systems. Taken strictly, such laws would greatly impede practically all business; in practice, they are only erratically enforced. The specter of having such laws suddenly brought down upon a business provides incentive to stay in the good graces of political officials. Troublesome rivals who have overstepped their bounds can have the laws suddenly enforced against them, leading to fines or even jail time.
States often said to exhibit crony capitalism are the People's Republic of China; India, especially up to the early 1990's when the manufacturing was strictly controlled by the Central Government, giving rise to the phrase of "Licence Raj"; Indonesia; Mexico; Brazil; Malaysia; Russia;[1] and most other ex-Soviet states. Critics claim that government connections are almost indispensable to business success in these countries. Wu Jinglian, one of China's leading economists[2] and a longtime champion of its transition to free markets, says that it faces two starkly contrasting futures: a market economy under the rule of law or crony capitalism.

Governmental corruption
If the highest echelons of the governments also take advantage from corruption or embezzlement from the state's treasury, it is sometimes referred with the neologism "Kleptocracy". Members of the government can take advantage of the natural resources (e.g. diamonds and oil in a few prominent cases) or state-owned productive industries. A number of corrupt governments have enriched themselves via foreign aid, which is often spent on showy buildings and armaments.
A corrupt dictatorship typically results in many years of general hardship and suffering for the vast majority of citizens as civil society and the rule of law disintegrate. In addition, corrupt dictators routinely ignore economic and social problems in their quest to amass ever more wealth and power.
The classic case of a corrupt, exploitive dictator often given is the regime of Marshal Mobutu Sese Seko, who ruled the Democratic Republic of the Congo (which he renamed Zaire) from 1965 to 1997. It is said that usage of the term kleptocracy gained popularity largely in response to a need to accurately describe Mobutu's regime. Another classic case is Nigeria, espeicially under the rule of General Sani Abacha who was de facto president of Nigeria from 1993 until his death in 1998. He is reputed to have stolen some US$3-4 billion. He and his relatives are often mentioned in Nigerian 419 letter scams claiming to offer vast fortunes for 'help' in laundering his stolen 'fortunes', which in reality turn out not to exist. More than $400 billion was stolen from the treasury by Nigeria's leaders between 1960 and 1999.
More recently, articles in various financial periodicals, most notably Forbes magazine, have pointed to Fidel Castro, General Secretary of the Republic of Cuba since 1959, of likely being the beneficiary of up to $900 million, based on "his control" of state-owned companies. Opponents of his regime claim that he has used money amassed through weapons sales, narcotics, international loans and confiscation of private property to enrich himself and his political cronies who hold his dictatorship together, and that the $900 million published by Forbes is merely a portion of his assets, although that needs to be proven.

It's been almost six months since the devastation of Hurricane Katrina. The federal government has handed out billions in contracts ranging from over $500 million for the giant construction company Bechtel to provide short-term housing to people displaced by the hurricane to a $185 contract with RT's Plumbing in New Iberia, LA to service portable toilets.
In the rush to respond to the crisis, FEMA and other federal agencies sidestepped normal protocol and gave out many no-bid contracts. Some of those deals have come under scrutiny due to the fact that insiders seemed to be profiting from the disaster - two of former FEMA director-turned-lobbyist Joseph Allbaugh's corporate clients, Shaw Group and Halliburton, have reaped hundreds of millions in contracts. And Bechtel's CEO, Riley P. Bechtel, was named by President Bush to his Export Council.
So, we decided to take a look at government figures involved in the Katrina recovery effort, primarily examining the political leaders in Louisiana and Mississippi and prominent members of the Louisiana Recovery Authority and the Mississippi Development Authority, to see if any of their companies or organizations have been awarded contracts related to the recovery. (*Note that these records do not take into account contracts awarded by the Department of Defense.) Here are the results:

Nowhere has the rebound from Hurricane Katrina been gaudier than along Mississippi's casino-studded coast. Even as the storm's debris was being cleared, Biloxi's night skies were illuminated with the high-wattage brilliance of the Imperial Palace, then the Isle of Capri, then the Grand Casino. More followed, and so did vacation-condo developers. Yet in the wrecked and darkened working-class neighborhoods just blocks from the waterfront glitter, those lights cast their colorful glare over an apocalyptic vision of empty lots and scattered trailers that is as forlorn as anywhere in Katrina's strike zone. "At night, you can see the casino lights up in the sky," Shirley Salik, 72, a former housekeeper at one of the casinos, said while standing outside her FEMA camper with her two dogs. "But that's another world." More than two years after the storm, the highly touted recovery of the Mississippi coast remains a starkly divided phenomenon. Gov. Haley Barbour, a Republican, has hailed the casino openings as a harbinger of Mississippi's resurgence, and developers have proposed more than $1 billion in beachfront condos and hotels for tourists. But fewer than 1 in 10 of the thousands of single-family houses destroyed in Biloxi are being rebuilt. More than 10,000 displaced families still live in trailers provided by the Federal Emergency Management Agency. Now, long-standing resentment over the way the state has treated displaced residents has deepened over a proposal by the Barbour administration to divert $600 million in federal housing aid to fund an expansion plan at the Port of Gulfport. The port's recently approved master plan calls for ... creating an "upscale tourist village" with hotel rooms, condos, restaurants and gambling. "We fear that this recent decision ... is part of a disturbing trend by the governor's office to overlook the needs of lower and moderate income people in favor of economic development," 24 ministers on the Mississippi coast wrote in September in a letter to state leaders. Joseph Impastato conceded he took the two cashier's checks worth $85,000. The whole thing was captured on tape by the FBI, so it would have been difficult to deny.
But it was no kickback, the councilman from St. Tammany Parish said. It was business.
When he cut a deal to receive half the money from a government contract to haul away hurricane debris, Impastato said, he was acting as a private businessman, not a public official.
Federal prosecutors are not buying it — and neither apparently is the Louisiana public. After a federal grand jury indicted Impastato on felony extortion charges last month, making him the first Louisiana politician accused of Hurricane Katrina corruption, citizens condemned him in newspapers and on talk radio and the Internet as an embarrassment to his home state.
"He's got to be a real lowlife to do something like that at a time like this," Frank White, a 62-year-old retired fire captain from the suburb of Chalmette, said in an interview. "It's the Louisiana way of doing business, I guess. But there is a quiet majority now that's sick and tired of this. People are fed up with these crooks."
In Louisiana, which has a history of political shenanigans so rich and colorful that it has become a part of American folklore, people long have laughed off misbehaving politicians as a fact of life, every bit as inevitable as death and taxes.
But as the state lobbies Washington for more money to rebuild ravaged towns and cities, citizens are realizing that Louisiana's well-earned penchant for dirty politics has exacted a steep price: It has badly damaged the credibility of the recovery effort.
"Frankly, the reputation in Washington is, if we send money down there, it will just get stolen," said political handicapper Charles E. Cook, a Louisiana native who has worked in the nation's capital for more than three decades. "It is a caricature of Louisiana politics that is not entirely undeserved but is grossly exaggerated. No one cared about it much before Katrina. But right now, it's hurting the state enormously."
A major turning point in public attitude came in 2001 when Edwin Edwards, the former four-term Democratic governor, received a 10-year sentence for taking bribes for riverboat gambling licenses. In the last governor's race, both candidates — Democrat Kathleen Babineaux Blanco beat Republican Bobby Jindal — were considered squeaky clean, and promised government reforms. The distaste for dirty government has really picked up momentum since last summer.
"What was tolerated before Katrina is not necessarily tolerated now," said pollster Silas Lee III, a professor at Xavier University here. "Nerves are raw. People have lost their sense of security and direction. They are living a day-to-day existence, and they have little patience for any politician who is perceived as being corrupt."
In addition to Edwards, in the last decade Louisiana has seen an attorney general, a congressman, a state Senate president, a federal judge and countless local officials convicted of corruption. Louisiana's last three state insurance commissioners wound up in prison for offenses that include lying to the FBI, accepting $2 million in illegal campaign contributions and taking bribes — prompting jokes that future candidates should make sure they look good in stripes.
Jim Letten, the U.S. attorney for eastern Louisiana and the lead prosecutor in the Edwards case, sees the convictions as a sign of progress. Wherever he goes, he said, he is greeted by people — black, white, Latino, Asian — who tell him Louisiana needs to clean up its act.
"I am not sure that Louisiana has measurably more corruption than other [regions], but surely we have a reputation for being tolerant of it," said Letten, a member of the Hurricane Katrina Fraud Task Force, a team of federal, state and local law enforcement officials investigating scams and corruption.
Until recently, Louisiana politicians proved that charisma trumped scruples. Their repeated election victories, despite corruption allegations in many instances, showed that Louisiana voters viewed the ethical transgressions of their elected officials as an amusing spectacle.
T. Wayne Parent, a political science professor at Louisiana State University and author of "Inside the Carnival: Unmasking Louisiana Politics," said citizens accepted corrupt politicians because they were effective in providing government services, and the cash they were pocketing was not believed to be taxpayer money.
"Maybe some politician was making a deal with the devil, but that was money from some oil and gas company, or so people thought. By the late 1980s, people realized, maybe it was our money," said Parent, who believes the change in attitude has been slowly building over the last quarter-century.
Huey Long, the Depression-era demagogue who dominated every level of Louisiana government by bullying or buying off anyone who got in his way, joked that "one of these days the people of Louisiana are going to get good government — and they aren't going to like it."
Known as the Kingfish, Long was impeached as governor in 1929 on charges of bribery and gross misconduct but narrowly avoided punishment — reportedly by bribing several state senators. Elected a U.S. senator in 1930, he was assassinated in 1935 in Baton Rouge by the son of a judge who was about to be gerrymandered out of a job.
Earl Long, his eccentric brother, kept the family's Democratic political machine running into the 1960s. He once remarked that Louisiana voters "don't want good government; they want good entertainment."
He served three terms as governor, spending some of the last term in a mental hospital, where his wife had him committed after he took up with Blaze Starr, a stripper.
Edwards, who survived two trials and 22 grand jury investigations in his four terms as governor, boasted that the only way he could lose was if he were "caught in bed with a dead girl or a live boy."
When he ran against former Ku Klux Klan leader David Duke, the Republican candidate, in 1991, Edwards supporters printed bumper stickers saying: "Vote for the crook. It's important."
The "crook" handily won. But he was eventually sent to prison for taking bribes after Eddie DeBartolo Jr., former owner of the San Francisco 49ers, testified that he had paid Edwards $400,000 to land a casino license.
Even now, during the state's ultimate hour of need, some Louisiana citizens say they could stomach a crooked politician — as long as he was competent.
"I'll tell you what, I'd take Edwin Edwards in a minute to get us out of this mess," said Gid Brill, 65, a tool salesman from Belle Chasse. "He might skim off $10 million for himself, but he'd know what to do with the rest of the money."
Such attitudes do not go over well in Washington, where some Republican lawmakers speak of Louisiana as if it were a banana republic.
Sen. Larry E. Craig (R-Idaho), who sits on the pivotal appropriations committee which oversees all major spending bills, compared fraud in Louisiana to fraud in Iraq. During town hall meetings in his home state last year, he repeatedly said that Louisiana and New Orleans had "the most corrupt governments in our country."
State lawmakers last year sought $250 billion from Congress for recovery and reconstruction in a proposal criticized as a grab-bag of pork-barrel projects. President Bush said Thursday the federal government had approved $85 billion in aid to the Gulf Coast. Louisiana's congressional delegation has contended that is not nearly enough, and continues to press for more.
Sen. Mary L. Landrieu (D-La.) said that the corruption, while historically accurate, has been magnified by Republicans in Washington who do not want to help Louisiana. "I don't want to discount that the image carries the scars of our past. But we have emphatically turned the corner," Landrieu said.
Citing the corruption scandal in the nation's capital centering on GOP lobbyist Jack Abramoff, Landrieu added, "Republicans in Washington should clean up their own house before using Louisiana's past reputation an excuse for not wanting to rebuild the Gulf Coast."
Not surprisingly, Sen. David Vitter (R-La.) sized up the situation differently.
"It's not fiction — we have had some real corruption issues here in the past, and to some extent we still do today," Vitter said. "My colleagues in Washington want assurances that money is going to be spent wisely, given those issues, and I don't think it's too much to ask."
Government statistics indicate that Louisiana is one of the most corrupt states in the country. From 1995 to 2004, federal prosecutors won 310 corruption convictions involving public servants and citizens in Louisiana, said a report by the Public Integrity Section of the Justice Department. That was far from the highest total: California prosecutors logged 871. But California is a state of 36 million people, nine times the population of Louisiana.
In the last month alone, federal prosecutors have been busy bringing corruption charges against Louisiana public servants. Two sheriffs deputies who worked at a Gretna jail were sentenced last week after confessing to taking bribes — part of an ongoing federal probe dubbed "Operation Wrinkled Robe," which seeks to ferret out jail and courthouse corruption. The investigation already has resulted in the conviction of a former state judge.
Last Friday, a federal grand jury indicted a former New Orleans police officer caught driving a stolen pickup, one of about 200 Cadillacs and Chevys looted from a dealership after Katrina. Witnesses reported seeing officers drive away in the vehicles. A state grand jury is also investigating the case, along with other allegations of looting by law enforcement officers.
Brett Pfeffer, a former aide to Rep. William Jefferson, a New Orleans Democrat, pleaded guilty two weeks ago to bribing an unnamed congressman on behalf of a small telecommunications company. Jefferson has not been charged and has denied wrongdoing.
Impastato's trial is scheduled to begin next month. He pleaded not guilty Jan. 10 to federal charges that he extorted money from a businessman after helping him land a contract to remove debris. If convicted of the charge, as well as related counts of conspiracy and money laundering, he could face up to 20 years in prison.
The indictment said Impastato arranged with Lee Paul Mauberret of the Pontchartrain Chipping Yard to split the $200,000 contract. A relative of Mauberret's balked at paying the kickback, and Mauberret called the FBI, which set up the sting.
Impastato, 33, continues to serve his second term on the council in St. Tammany Parish, next to New Orleans on the north shore of Lake Pontchartrain. He declined to discuss the case when reached at Sal & Judy's, his family's Italian restaurant, where he makes a living running a business selling tomato sauces and olive oil.
His lawyer, Karl Koch, said Impastato did not "use his official capacity in any way" to enrich himself, and witnesses would testify that Impastato did a fair amount of the hurricane cleanup work himself. Impastato's critics said his actions — legal or not — set back the state's efforts to repair its reputation.
"Impastato should have avoided this at all costs. Especially given the current climate and attitude in Washington toward Louisiana," St. Tammany resident Dana Deris wrote on a blog carried on the New Orleans Times-Picayune website. "He IS guilty of furthering the negative image of Louisiana."
Outside a grocery store a few blocks from Sal & Judy's, Robert Keys, 72, shook his head.
"I'd love to be the judge on that one," said Keys, a 41-year resident of St. Tammany Parish. "A snake is going to take advantage of this opportunity right now, because there's a lot of money flying around loose. I guess the question is whether it was a legal shakedown or not. But either way, he's still a snake."

To its credit, the Bush Administration's recent Statement of Administration Policy (SAP) warns of the wasteful spending included in the bill and the inclusion of many projects outside the three main missions of the Corps. The SAP states that "the Administration strongly opposes H.R. 1495 in its current form."[1] Specifically, the Administration expressed concern about spending proposals targeted to wastewater and drinking water infrastructure projects—heretofore a state and local responsibility—and "a costly commitment to periodic nourishment of sand beaches." The Corps' beach replenishment program reflects a trickle-up economic policy designed to transfer the tax dollars of ordinary Americans to protect the vacation homes and seasonal businesses of the well-to-do. As has been the case in most years, the Corps budget is fully earmarked, and many of the included projects focus on its core missions of inland navigation and flood control and protection. While many of these projects have been subject to a rigorous cost-benefit analysis to ensure that the estimated value of their benefits exceeds their costs, other projects in the bill instead reflect the influence of privileged constituencies and their lobbyists working on retainer. Among the many questionable earmarks included in the bill are: Funding for a study on the impact on navigation of the proposed Knik Arm Bridge (renamed "Don Young's Way" in SAFTEA-LU) at Cook Inlet in Alaska (Section 4005); Riverfront development to enhance recreation in Perth Amboy, New Jersey (Section 4048); Ecosystem restoration of the Walla Walla River Basin in Washington (Section 4063); Water supply projects in Wilke County and Yadkinville, North Carolina, and Abilene, Texas (Sections 4058, 4059 and 4077); Authorization of $5,300,000 for the construction of Lake Lanier Olympic Center in Georgia (Section 5061); and Authorization of $65,000,000 for a Lido Key Beach, Florida, replenishment project (Section 3036). Several other beach replenishment projects have been added to Section 1001 of H.R. 1495, including: $21,000,000 for Imperial Beach, California, beach replenishment; $101,000, 000 for beach replenishment at Ocean City, Sea Isle City, and contiguous New Jersey seashore resorts; $59,000,000 for central New Jersey seashore beach replenishment; $122,000,000 for beach replenishment in northern New Jersey; and $10,600,000 for beach replenishment on Pawley's Island, South Carolina.

To its credit, the Bush Administration's recent Statement of Administration Policy (SAP) warns of the wasteful spending included in the bill and the inclusion of many projects outside the three main missions of the Corps. The SAP states that "the Administration strongly opposes H.R. 1495 in its current form."[1] Specifically, the Administration expressed concern about spending proposals targeted to wastewater and drinking water infrastructure projects—heretofore a state and local responsibility—and "a costly commitment to periodic nourishment of sand beaches." The Corps' beach replenishment program reflects a trickle-up economic policy designed to transfer the tax dollars of ordinary Americans to protect the vacation homes and seasonal businesses of the well-to-do. As has been the case in most years, the Corps budget is fully earmarked, and many of the included projects focus on its core missions of inland navigation and flood control and protection. While many of these projects have been subject to a rigorous cost-benefit analysis to ensure that the estimated value of their benefits exceeds their costs, other projects in the bill instead reflect the influence of privileged constituencies and their lobbyists working on retainer. Among the many questionable earmarks included in the bill are: Funding for a study on the impact on navigation of the proposed Knik Arm Bridge (renamed "Don Young's Way" in SAFTEA-LU) at Cook Inlet in Alaska (Section 4005); Riverfront development to enhance recreation in Perth Amboy, New Jersey (Section 4048); Ecosystem restoration of the Walla Walla River Basin in Washington (Section 4063); Water supply projects in Wilke County and Yadkinville, North Carolina, and Abilene, Texas (Sections 4058, 4059 and 4077); Authorization of $5,300,000 for the construction of Lake Lanier Olympic Center in Georgia (Section 5061); and Authorization of $65,000,000 for a Lido Key Beach, Florida, replenishment project (Section 3036).
