A proposal by State Representative John LaBruzzo (R-Metairie) to study the issue of sterilizing poor people as a way of combating poverty has caused an uproar. The broad outline of the plan calls for poor women to receive a $1,000 payment to have their Fallopian tubes tied and for poor men to receive $500 to have a vasectomy. LaBruzzo believes this plan would decrease the number of people receiving welfare benefits. He also noted that it will be completely voluntary. Nonetheless, just the idea of sterilization has motivated critics to cast LaBruzzo as a racist. The Metairie State Representative rejects any charge of racism noting that the plan will mostly impact white people who make up a majority of welfare recipients.
Today on the Ringside program (WGSO 990 AM 7-11 a.m.) Labruzzo highlighted his concerns about the increasing number of people receiving government benefits. LaBruzzo said that he was motivated to study this issue after seeing long lines of citizens waiting for food stamp benefits after the hurricane. The Metairie State Representative noted that many of the people in line for benefits were driving expensive cars.
There is little doubt that government spending is increasing and more people are becoming dependent on public assistance. LaBruzzo is concerned about the generational nature of welfare and the strain that it is causing on taxpayers. He believes that previous tactics have failed, which is why he wants to study sterilization.
While offering economic incentives to sterilize poor people, on the other end of the economic ladder, LaBruzzo wants to give tax incentives to richer families to have more children.
LaBruzzo will continue to study this issue for the next few months before deciding whether to introduce legislation next spring. There is little doubt that if LaBruzzo introduces this legislation it will be the most controversial measure in the legislative session.

I'm 55 years old and there are now 3 people occupying the space that one did when I was born. Were I to live to 100 there will be at least 9.
Sadly it is the ignorant who either are incapable of grasping the fact that they can't afford to take care of more hungry mouths or the absolutely slothful who can't control their urges and could care less about, not only the rest of our futures, but even of their own offsprings.

While I am against the Representative's plan, I have to admit he did get people talking about a problem that really needs to be addressed. Taxpayers are tired of the irresponsible behavior of people who take no personal responsibility for their actions. Men and women alike. Each of these children have a mother and a father. Where is there responsibility? The morals of our society has suffered greatly by making it possible to procreate without responsibility. I believe that if the taxpayer were responsible for only one child per mother, there would be fewer illegitimate children. One can be a mistake but 2 or more is a pattern of behavior that should be corrected and should not be rewarded. How many of us know generations in one family of unwed mothers with 2 or more children each? Something is wrong there. Society should be encouraging education, work, and marriage. Interesting subject, and I wasn't so sure how I felt when I first heard about this today. I formally worked in what a hospital in New Orleans, and witnessed first hand the actions of an unscroupulous physician who had a large medicaid practice. He told the welfare moms that he could reverse their sterilizations for them so they could have more children. In fact, he was lying to get paid, and the administrator and medical staff officers were aware of the fact that the doc was simply opening the ladies up and laying the fallopian tubes on the uterus and not even bothering to sewing them down. Staff complained, but nothing was done. Also, this was before people could anonymously make those calls to the medical boards and accreditation agencies. It was during that time that I came to question whether that was in fact a good thing that they wouldn't be able to have anymore children. This is a very difficult moral issue. While I am against government mandating sterilization for anyone, I can see the value in limiting the number of children born to unwed mothers regardless of economic status. I don't know that poor women necessarily choose to have more children to get more money, as is popularly believed by people. I think it may be a good idea to give women and men the option to have sterilizations for free, and if they meet a certain economic level, then why not offer them financial incentive - equal money for both men and women. I think that the citizens need to demand reform of the current practices in place that allow families to receive welfare, Section 8 and food stamps without working. To not be required to hold some sort of work, even if just for 4 - 5 hours per day for those with young children who want to be able to take their kids to school and pick them up, is a great failure of the social welfare programs, and of the society at large. We are all responsible for allowing these detrimental and costly systems to exist, and instead of just sitting back and complaining about "those people" on blogs,we need to take concrete action by complaining to legislators and heads of those programs and demanding change. There are many ways to look at this none of which are acceptable to the general population. The truth is that there is a problem when generation after generation of familes have existed solely on public assistance. Race is a cover-up used to avoid accountability. If each person were accountable for their own actions then we would not have this discussion. It does not matter is they or white, black or purple.
If you are capable of having a child then you must be accountable for raising that child. The problem is that our society cannot turn their backs on children even if they are the product of a person that refuses to be responsible for the actions that created that child.
There is no easy answer and no socially acceptable way to avoid this from being repeated again and again. The truth is that to teach someone a lesson you must present rewards for good behavior and penalties for bad behavior. Having a child that must be raised by the state is not looked upon as bad behavior so no program will correct it.
Paying someone to have their tubes tied is a joke - almost as bad as making tax breaks for people to have more children. If I had the answer to the problem of accountability I would apply it those in this situation right after I apply it to the next CEO who made millions by screwing up a corporation at the expense of the stockholders. If the most affluent cannot be trusted to be accountable then how can we expect the least affluent to be accountable.
Change our ethics and hopefully social change will follow. The country was built on capitalism where hard work was rewarded. Social programs were designed to supplement those that could not survive in this society through hard work - they were not ment to replace it. Take the millions and millions from those that got it unethically and fund the social programs for only those that work. Then the system will work better. Written by BigD

This is a very sad and sensitive subject..... Almost of the same caliber when discussing the issue of pedophiles….. It is a blight on society that is difficult to provide a 100% fool proof answer for….. When utilizing logic, the answer is seemingly yes. When using compassion the answer is a resounding no... The mind or the heart? I would suppose each time we act upon urges of the heart we are in danger of being a little less human, and therefore a little more out of touch with the very reason for living....
