When Hollywood was handing out the Gold for performances last night, Louisiana could have received one best political documentary, of sorts
What we have seen this Ethics Special Session has been a stirring documentary of what could have been, but wasn’t.As the law makers make it down their own red carpets, the session on financial disclosure, ethics, conflict of interests bans will taking its last bow this week.Many will be debating whether Louisiana has achieved the Gold Standard award, as we have desired and have expected, and many will say, no, just a neat show..
HB1 which passed both houses but in different versions last week certainly is a substantial piece of legislation.There are time delays regarding when the “ethics” legislation goes into affect.There is still many pieces of bills that will lay on the junk floor of history.Governor Bobby Jindal will take credit for passing the major planks of his legislation and we will all go home happy knowing that our government officials and candidates must report more, will receive less, cannot compete with the rest of us as in our businesses on government contracts and won’t get as many freebies.
Governor Jindal certainly worked hard.But, he failed to call legislators out, as promised.He failed to call “session after session” as threatened.In the idea world, all government officials and legislators would have been forced to report everything, would have been compelled to pay for everything, would not be able to do business with the state at all and would have been held to the highest of standards as possible without any counter-letters and acts of favoritisms.Also, we would be have gotten rid of all “funny money” pass through mechanisms to make sure that we know exactly who is giving, how often, who they work for and where the money ultimately goes.For added measure, all of this legislation would go into affect immediately, not a couple of years from now.Money that government officials raise for their campaign funds would have evaporated after the campaigns.The notion that an elected official somehow and suddenly owns their campaign money and can do what he or she wants for virtual perpetuity is ludicrous.They money is given for one campaign, not as a dowry.
There is no reason that any government officials except for clear business purposes should receive any additional perks than the average person.They should have been completely prohibited from all meals or gifts or tickets and everything should have been on their own dime.
This is not what our Ethics Oscars has bestowed upon us.The special session has had some success in terms of the scope of its endeavors, but it did not get us all the way, at all.
Part of the problem with the failure to hit “gold” is the Governor hit a speed bump numerous times since taking office.While he is very well intended, some people serving him undermined him and he did not either demote them, or fire them or reprimand them or even pay for fines out of his own pockets even when matters were not at fault.Instead, he took the political road and did not answer the direct questions asked on the ethics charge issue.He did not ride the high horse with the white hat and days were wasted away before he was able to pick up speed.Nor did he distance himself from high and close campaign and transition staff who raised money privately to push his agenda.No telling what Bobby will owe Rolfe.
With the session possibly coming to an end on Tuesday, many of the new members of the legislature got their first test under fire.The overwhelming amounts of bills they had to plow through made it difficult for them to focus.Incredibly, the session will not continue until the weekend as designed and there will be much left on the table.But, the legislators worked hard and played hard and we are left with a shell of a statute.
Louisiana will be a better place to do business after this adventure in civics.Our new Governor Jindal will hopefully have a rest and look over his legislative bounty.So, will the rest of us.In my view, it will not be Gold we will see.It will be shiny but how it is ultimately defined and described will be by those handing out the final scoring.Personally, I would give it a six out of 10, considering what we could have done and what we will ultimately receive.

Latest news: PBJ wants to give the keynote speech at the GOP national convention. If you needed proof that he's just another ambitious career politician there it is. Not much I can do, wundering. I can vote for the least of the evils we are usually presented with. I can ramble on in forums like this, which only reach a relatively small number of readers, and (even if I happen to be right occassionally), I'll only convince a small set of people.
Don't think I can run for office. Not willing to whore myself out enough to get enough funding to even be noticed.
I can move elsewhere. And I know there are crooked politicians everywhere. But their crooks have positioned their states ahead of Louisiana in virtually every category, so that's at least an improvement.

I'll agree with you that Jindal should take full blame for the contribution reporting fiasco and pay the fine. He should do the same with the concert ticket flap. He should take personal responsibility to prevent this in the future and punish his people who screw up.
And I do agree that many of our legislators have lower than adequate intelligence. But unfortunately, many of them are keenly intelligent, but they are evil geniuses. The voters of this state are the group with the low IQ's. I know that you hate Jindal and that's not going to change. But PLEASE don't let your hatred for him provide an escape route for the scoundrels in the legislature who have betrayed and abused us for generations. They are sitting back laughing at us over how well that misdirection ploy worked. Don't let bitterness over Jindal justify continued abuses by the legislature.

I recall some years ago seeing some clown in D.C. on C-Span with a puffed out chest as he patted a stack of documents before him proudly say: "I have before me over eleven hundred pages of tax simplifications!" So yeah, trifull, I agree that whenever the state or federal legislature is not in session, that this is indeed a time for all of us to be thankful. So he is a ‘Rhodes Scholar’? So of what significance is a Rhodes Scholar? Does that mean he understands human requirements better than the rest of us who are deemed to be less astute by some super genius hierarchy that is going to decide our fates for us instead of allowing us to pursue and achieve our individual destinies? Yes, everything he based his campaign platform on just went down the toilet slicker than……….. The score? Well it is a BIG 0 if you are trying to find or interpret anything that has a resemblance of a result that has any significance or meaning. So please, someone tell me, what else is on his agenda? I mean after all, he does have another 3 years and 10 or 11 some odd months left in his position, that is unless he does like he did with his congressional seat, and jump from one in quest for another like that retarded rumor of V.P. that is floating around. Sort of like musical chairs if you ask me. Guess who is going to be left sitting on the floor when the music is over? You my dear friend, you. So what injustices could be committed? Yes the legislators are a bunch of backwater turkeys for watering the bills down, and yes they share a huge proportion of the blame, but look at Jindal - failing to report over $110k in like-kind contributions (and then not paying the fine himself), giving very coveted Hannah Montana tickets to Timmy Teapot and his redneck home-schooled family - Bobby Jindal is just more of the same - go back and read Dan's posts on this. I'm not willing to lay blame on Jindal for the mixed results. These issues would have never come up without his focus on them. There would have been no ethics session without him. We've all seen how few ethics bills come up in regular sessions and how quickly they are mangled or killed.
The "who'll pay the fine issue" is a smokescreen. The old guard criticizes him for not paying the fine himself. If he pays it, they'll criticize him as an unethical politician with a receipt to prove it. All of that is a diversion to deflect attention away from their own crooked schemes and dynasties.
The concert tickets are the same thing. I would love to see the Governor's boxes auctioned off for charity or something. But until they are, those seats will continue to be filled with politicians, their staff and their friends and contributors. Again, another smokescreen to give our crooked legislators cover to avoid or limit any real reform. And it worked with the help of lazy media types looking for a quick and simple story to print.

Stephen - i'm disappointed also, be considering what happened last year, a lot was accomplished. The media and the pundits (like you) hold a great deal of responsibility for the problems with the session. The free tickets and other small perks were given WAY too much weight in the session in comparison to their real negative impact. And a lot of time was wasted responding to pundits who want to walk right by all the low-hanging fruit and jump right in to campaign finance. Written by steveo
