George Bush is coming into New Orleans today to kick off the Katrina week.If the President believes he is entitled to a victory lap or a “mission accomplished” for his performance post-Katrina, he is surely mistaken.
His fault was not just giving kudos to “Brownie” during the “terrible days” or for not being fully engaged in the rebuilding of Louisiana, New Orleans, and the GulfCoast but his overall lack of leadership and his entire “spin”he put on funding of projects critical to the rebuild of a major area of the country.
Bush failed his promises he made in Jackson Square in September 2005.He should have made the rebuild a major priority just as he made the rebuild of Iraq.He did not.
He constantly called money for the rebuild “pork” and “earmarks” and blocked funding.Even Republicans such as John McCain, Fred Thompson and other GOP candidates who ran for President were critical of the Administration’s response and pledged “never again”.
It was incredible that Governor Jindal said in the same Jackson Barracks weeks ago (where the President will speak today) that the Governor was receiving no good answer from the Administration and from Congress concerning the reimbursement of the cost of the levee rebuild which up to that time would have forced us to make repayment over three years rather than 30.It is shameful that the Democratic Delegation had to come to New Orleans this summer and remind the President that he had the power to extend the terms for the reimbursement under the WRDA Act.
Virtually every step of the way over the past three years President Bush has been an impediment to the recovery, not a leader.Had the Democrats not taken over Congress two years ago, I believe the recovery would have been much slower since there would have been little inside pressure exerted on the POTUS.All we have to do is remember his failures during the State of the Union speeches and realize how he failed to lead the charge or even mention Katrina or Rita other than giving the greatest tragedy in American history lip service--when he gave it lip at all.We only have to remember the ten percent FEMA cost share his administration was forcing upon us post-Katrina, a bill authored by our own US Senator David Vitter.
Every day, citizens in this region have had to fight the Administration for its fair share.The broken levees were a federal failing.The SBA, FEMA and so many federal agencies that interfaced with the recovery have been a joke.It did not take a rocket scientist to realize that the money for the Road Home program came much too late, the money for the rebuild of New Orleans arrived two years after the Katrina, the state and the city were driving on fumes while billions in cold cash hit the streets of Iraq.Nor can we forget the total unfairness of distribution of funds received by our neighbors who had much less damage and property or disruption of their respective lives.Yes, as a FEMA representative said at a recent US Senate hearing concerning the supplies that went to other venues and not to the intended recipients that “mistakes were made”, those words represent the entire Bush Katrina rebuild plan.Mistakes were made, and even worse, Bush demonized the local government officials and the Katrina victims during the past three years.His focus has been on rebuilding Iraq, not New Orleans or Louisiana.
The fault lies squarely at the foot of the President for not taking charge, for not taking the lead, for taking his eye off of the ball, and for failing to make the rebuild a top priority.
This history lesson does not mean there were not mistakes by our local officials.We all know that Governor Blanco in her attempts to be super cautious with the Road Home program in the fear that the federal money would stop flowing was too heavy on the metal.Her administration should have expedited whatever little money was available to hit the the streets of New Orleans to help rebuild small businesses and for rental recoveries.
Other local officials such as Mayor Nagin embarrassed New Orleans with his “statements” which has not helped at all.Other acts of corruption further have put a bad taste in the mouths of honest local citizens and certainly in those individuals sniffing from afar.
Again, let me make sure I am very clear.I do not want New to return to the city of the past where crime was more rampant, poverty was everywhere and the City was a third-world haven for misfits.New Orleans can be rebuild bigger, better and much more beautiful.As I have constantly stated for years, we can not afford to continue the failed policies of yesterday no matter the cause.New Orleans was barely surviving then and to continue under-educating our youth, to maintain pockets of poverty and despair is demeaning to the city and to those who are its subjects.
But, in the overall scheme of things, the President set the tone for the recovery and it was either too busy, dead or the wrong number.Without doubt, the past few months have been very helpful to have a Republican Governor leading the charge against a Republican administration arguing for fairness.While Governor Jindal can be criticized in other areas of his young administration, very few can argue that as Governor, he has not led the state’s charge in many areas that interfaced with the Bush Administration where Governor Blanco could not because of party politics.
Yes, President Bush did not create Katrina.He just failed us when it hit.No, he did not cause the looting.No, he did not cause the Broussard flooding of Jefferson Parish east bank.No, he did not cause the poverty and the misery existing prior to the storm.He has a good heart.But, he failed us for not quickly providing the necessary safety net, for not cutting through the red tape, for not funding when necessary, for calling legitimate projects “pork” and for playing politics by making Karl Rove the lead person during the initials days of the after the storm hit which caused the Blanco administration to wonder about the President’s intentions.
He failed to instill hope to those teetering on the brink of returning to Louisiana.He failed to lead the charge in restoring the wetlands.He failed to advocate Category-5 like levees which are needed when the next big one occurs.He failed to adopt the Baker plan which would have expedited the home building recovery.He failed to allow any information to be disclosed about his administration’s dealings with Katrina and called it “national security” privileges while Governor Blanco put approximately one hundred thousand documents on the Internet (many embarrassing) for the world to see her mistakes and her attempts.
Besides Iraq, Katrina will be President Bush’s greatest failure as President.Let us be thankful and hopeful that the next President does not “stay the course” and puts recovery as a primary objective.Again, we are talking about an important part of the red, white and blue.When we cannot fairly take care of our own when we are responsible, the world takes note. Yes, our citizens must be step up to the plate for what they can control.But, the winds of Katrina took the control out of local officials and the feds failed in virtually every area of their respective responsibilities.It has been a sorry three years and while President Bush has come around lately with help with Corps of engineering reimbursements, the Federal City project, some money for the coasts, over all, it has been exceedingly painful and a job done too little, too late and too unaccomplished.

In fact Steve, now that I think of it and focus on the crux of your spew while you are squealing or begging in an adamant fashion for an explanation “As to WHY we weren’t made a PRIORITY” Let me take you back in history……. A Galaxy C-5A or a C-130, or perhaps even several of them land at New Orleans airport on a sunny day in the not so distant past….. Loaded down with motorcade vehicles………. Suddenly in the distance, above the horizon a ‘Jumbo’ 747 appears………. seemingly suspended in midair while gracefully heading for its final approach……… Landing and taxi lights shine out, beckoning like jewels embedded upon some kind of airborne crown while the extended landing gear signals this aircrafts purpose and intent…… Although a magnificent sight in itself this single aircraft is immediately recognized as being extremely different than any common brown 747 UPS air cargo transport jet……. or any other Boeing 747 in the sky that happens to be circling around the globe at that very moment in time for that matter…….. Something beautiful, so special is subconsciously realized and excitedly appreciated when gazing upon this vision……. Straining eyes start to note the almost imperceptible, translucent teal-blue color on the front portion of the ships exposed underbelly which is further complimented by a faint dull gray that completes the effect trailing on along to the tail section. Separated from the teal blue/light gray underfuselage by a narrow white pin strip that follows the aircrafts side contours is a vivid – bold – almost regal dark blue coloring that starkly stretches across the fuselage nose, encompassing the cockpit perched on high and eventually sweeping gently downwards to gently meet with the front tips of the aircrafts massive wing span before significantly narrowing and following along its course to the rear of the plane. Excitedly it is recognized that the remaining portion of the superstructure starting behind the dark blue border to the rear of the cockpit and extending to the tail, is accentuated by a complimentary crimson white presentation that completely envelopes the rest of the jet’s fuselage…. A swelling of pride wells up as the total perfection of the tastefully portrayed color scheme and their combined layout is taken in and admired during the scant remaining moment of flight……. The skidding screech of spinning rubber making contact on the concrete is heard just before its wings air braking flaps are suddenly deployed, accompanied by the rumbling thunderous roar of four massive jet engines affixed to the wings pylons, each individually capable of over 60,000 lbs of thrust that protest loudly when thrown into reverse for slowing purposes that seconds later tone down to a powerful deep pitched jet wail before coming to a stop…… It has to be!!! Is it?!?!? Yes it is!!! Boldly presented words on the ships side are emblazoned over the crimson white portion of the aircrafts massive body, and as they come into legible view they confidently proclaim; UNITED STATES OF AMERICA……. It IS Air Force One!!! As it turns from the runway and proceeds to the tamarack…. this massive paragon of aeronautical engineering begins to taxi along on its approach to the airport terminal. Looming even larger by the moment, and seemingly dwarfing all around it, it is noted that almost imperceptibly affixed to the underside of this iconic symbol of the free western world, at horizon level…. almost as if an affirmation of this majestic aircrafts primary duty and role in order to reassure any witness to this spectacular event that may be faint at heart or to boost any doubting spectators confidence, is portrayed a representation of the seal of the President of the United States of America……… President George W. Bush has arrived…….. It is Friday, September 2nd, 2005….. 4 days after New Orleans was flooded due to a levee system that failed as a result of high waters associated with Hurricane Katrina that had skirted by New Orleans…. Hurricane Katrina formed as Tropical Depression Twelve over the southeastern Bahamas on August 23, 2005 as the result of an interaction of a tropical wave and the remains of Tropical Depression Ten. The system was upgraded to tropical storm status on the morning of August 24 and at this point, the storm was given the name Katrina. The tropical storm continued to move towards Florida, and became a hurricane only two hours before it made landfall between Hallandale Beach and Aventura, Florida on the morning of August 25. The storm weakened over land, but it regained hurricane status about one hour after entering the Gulf of Mexico. Hurricane Katrina made its second landfall at 6:10 a.m. CDT on August 29 as a Category 3 hurricane with sustained winds of 125 mph (205 km/h) near Buras-Triumph, Louisiana. At landfall, hurricane-force winds extended outward 120 miles (190 km) from the center and the storm's central pressure was 920 mbar. After moving over southeastern Louisiana and Breton Sound, it made its third landfall near the Louisiana/Mississippi border with 120 mph (195 km/h) sustained winds, still at Category 3 intensity. And the reason for Air Force One and the President of the United States of America to arrive in New Orleans on that day in September right after the storm? So that our elected Commander in Chief could personally meet with our Governor, and among others, Mayor Ray C. Nagin of New Orleans………….. Let me fast forward from that momentous day to around a year later, an LPB program…….. As she sat in conference with the President of the United States of America, in one of the many offices or conference blocks scattered about aboard Air Force One, good old wide eyed and dumbstruck Governer ‘Babs’ Blanco turned down President Bush’s suggestion that she should temporarily turn authority over the Louisiana National Guard to Federal directives and administration efforts in order to bring about a more efficient mode of dispatch to help speed relief efforts as a result of being empowered with the ability to circumvent a great deal of bureaucratic red tape that was in existence….. She refused!!!!!!! She didn’t know why she did that, didn’t even offer up a rational explanation, but the underlying fact of it was probably she just simply wasn’t going to let go of her illusion that she was the one in power… or that she called the shots, or that she cut the deals if any were to be made…. It was all to be under her personal direction and subsequent to her personal feelings or opinion on what was going to be what in order to achieve another unknown…. That was sort of interesting, the suggestion and aid extended by the head of the most powerful nation on earth was refused by the outgoing head of a state….. And in the aftermath, apparently all for the pursuit of her personal vanity and ego, or perhaps it was simply classic ignorance….. Ehhhhh,,,,, who am I to judge????? I don’t know if she fared much better when she flew down to have lunch with Fidel Castro in Havana to ‘chit-chat’ a few months before that, but that is all water under the bridge now isn’t it Steve??? But wait!!!! It gets better………. Or should I say it gets SADDER? At that very moment in time a New Orleans was underwater for the first time (the second time around had yet to come, thanks Corp of Engineers), there were bloated bodies floating around over and amongst the submerged alleys and streets of the greater New Orleans area….. People were screaming for medical attention, water, food, to get evacuated, people were trapped on roof tops, dogs and cats were trapped on roof tops, people were stranded on bridges, people were getting shot and killed on bridges, stores were being looted, New Orleans P.D. was driving around in brand new Cadillac’s they ‘commandeered’ or ‘appropriated’, school bus drivers from around the state of Louisiana were refusing to go to New Orleans to help evacuate, no one could figure out where the railroad tracks were so that they could walk along the high grade along the Mississippi River North to safety and comfort or whatever…. Practically no one who was sheltered in Superdome brought so much as a bottle of water, or a can of potted meat, or even a can opener with them….. The state didn’t even bother sending a basic ‘Red Beans and Rice’ brigade…… and on and on and on… THE ENTIRE NATION WAS GLUED TO THEIR TELEVISION SCREENS AS CNN BROADCASTED THIS CATASTROPHE……. But let me get to my favorite all star out of the bunch…… No it wasn’t Brownie who in a personal email light heartedly retorted about being a fashion god after some newswire comment on his attire……… No, it was my man Ray C. Nagin!!!!! He boasted on this LPB special pretty much along the lines of how he didn’t care who the President thought he was, or what his duties were where the rest of the world and the United States could be concerned, he was going to enjoy his shower aboard Air Force One and take his time while he probably played with himself because he hadn’t had a bath or a change of clothes in three days…….. So what if the Secret Service is knocking on the door telling him that the President is waiting to consult or confer with him, THE PRESIDENT OF THE UNITED STATES CAN WAIT!!!!!!! While he takes his sweet little time…….. Never mind about the thousands of folks sitting around in the hot sun, hungry, thirsty, sick, mosquito bitten, scared, lonely, confused, HE WAS GOING TO HAVE HIS SHOWER, AND GET INTO SOME CLEAN CLOTHES!!!!!!!! So there you go Steve, if the Governor of the State, or the Mayor of the city didn’t think the needs of Louisiana were a priority, then really, in light of all that goes on around the rest of the United States, and the World do you honestly think that President Bush should be tossing and turning in his bed day after day, let alone nearly three years after the fact??? The article is almost correct, but the truth is that Bush stole the money that was slated to fix the levees. Three times. The cuts stopped work in progress on the very levees that failed. Sure, the ACOE is directly responsible, but if they have no money to pay the contractors, then they can't so their job.
Bush is responsible for the flooding of New Orleans because he defunded the levee repair programs, to offset tax breaks he gave to the top 1% of Americans. Bush, as always, ignored warnings coming at him from all sides about how the levees needed work now, and what a disaster it would be if they failed. February 2001
Bush’s first budget proposed more than half a billion dollars worth of cuts to the Army Corps of Engineers for the 2002 fiscal year. Bush proposed half of what his own officials said was necessary for the critical Southeast Louisiana Flood Control Project (SELA)—a project started after a 1995 rainstorm flooded 25,000 homes and caused a half billion dollars in damage.
Bush did this to offset the tax break he gave to the top 1% of rich Americans. The first major economic initiative pursued by the president was a massive tax cut for the rich, enacted in June of 2001. Bush signed his massive $1.3 trillion income tax cut into law-a tax cut that severely depleted the government of revenues it needed to address critical priorities.
February 2002
Bush provided just $5 million for maintaining and upgrading critical hurricane protection levees in New Orleans—one fifth of what government experts and Republican elected officials in Louisiana told the administration was needed. Bush knew SELA needed $80 million to keep working, but the he only proposed providing a quarter of that.
February 2004
The SELA project sought $100 million to repair the Mississippi River and Lake Pontchartrain levees, but Bush offered only $16.5 million. The Army Corps of Engineers asked for $27 million to pay for hurricane protection upgrades around Lake Pontchartrain—but the White House cut that to $3.9 million. Gaps in levees around Lake Pontchartrain & the Industrial Canal, which were supposed to be filled by 2004, were not filled because of budget shortfalls. Repair work on the levees, including the ones that failed, was stopped due to lack of funds.

Katrina marked the beginning of the end Of Bush and Rove's dream of an enduring GOP majority. The ineptness and incompetence of the Bush Administration has been symbolized by its failures with regard to Katrina. I noticed that yesterday in history in 1942, the 1st American offensive in the Pacific in WW2, starring our immortal MARINES began on Guadalcanal, and the Solomon Is,,,, Of course at the same time and halfway around the world 1,000 Canadian & British soldiers were killed raiding Dieppe, in France.... Odd there T-blub, I am not aware of any significant contribution to either of those events by the French....... Except maybe giving the allies directions on how to get to Paris.................. Well personnaly I would rather have "a bunch of fat, lazy, political knee-jerk conservative hacks" working together to help the recovery than a bunch of power hungry sorryass politicians who only care about themselves slowing the recovery! Blaming Bush for all the problems is refusing to look in the mirror. We have been voting deomcrats in for 50 years or more and we are still in the same mess we were in 50+ years ago. Stephen, dear, thank you for a well documented report. Presdent Bush failed this city and state as have so many other politicians in the past and the present. The core of recovery are the ordinary citizens who have given their time and effort to our people. Thanks to them this city has a chance and a possible future. We cannot allow the history of the past to determine the future of the "New" Nouvelle Orleans, that is the lack of family, the lack of education, the lack of businesses, the election of inadequate representatives, on down the line. C'mon, Sid, once again you are distorting the truth - Mississippi is still not recovering perfectly, but remember that they got MUCH MORE MONEY PER DAMAGED STRUCTURE or per capita than did than Louisiana, and why? Because they had a politically connected GOP governor and two GOP senators - a bunch of fat, lazy, political knee-jerk conservative hacks. President Bush has been an abysmal failure at everything he has tried during his drug-addled, silver-spoon sucking life. He will go down in history as the worst president, ever. When you elect (or have the Supreme Court appoint) people into the government who believe Reagan's quip that "government is the enemy" or think that government can't work, then guess what? Government doesn't work. We cannot afford to elect McSame president and continue the failed politics of the GOP. Coddling the rich, starting preemptive wars, neglecting our nation's infrastructure, leaving financial institutions unregulated to the point that we're teetering on economic collapse, and all the while torturing people (many of whom are innocent) - none of this is the right direction for this country, and all but the most stone-headed among us realize that. What a freaking joke! Are you serious? Mary and Vitter both(but separately) introduce the same exact pork filled recovery bill right after the storms and set the tone for the rest of the US to look at us as a bunch of money hungry lazy folks with our hands out. mary threatens the President and then blames everybody for the strom and the aftermath. Our Gov. Blanco's Louisiana Road Home Project is a lesson in bureaucracy gone wild. We had an inept Congressional delagation, governor, and mayor and no one was in charge and more importantly no one including the senior senator took charge! We had to hire consultants to tell us what to wear to look strong and to help us deal with the Washington bureaucracy. Is Mississippi blaming the President? No, they took the bull by the horns and put together a unified front with a common goal, helping the state get back on it's feet. What did we do? Bitch, complain, point fingers, grab national Guard trucks to go get some cash out of the freezer before it went bad. Come on Steve, blaming the President for everything? What a freaking joke!
