Tropical Storm Noel is producing heavy rains over Hispaniola with a hurricane watch in effect for portions of southeastern cuba in the provinces of Granma, Santiago, de cuba, Guantanamo and Holgun.According to the NationalHurricaneCenter, a hurricane watch means that hurricane conditions are possible within 36 hours.The center of Tropical Storm Noel was located near latitude 16.7 north, longitude 71.8 west or about 135 miles South-Southeast of Port Au Prince Haiti.
Maximum sustained winds as of 8PM are near 60 MPH.
