The victim, who the Sheriff's Office has not named, told investigators he was driving through the Willow Wood subdivision when he offered a ride to a man he knows only as "Smurf."
The victim said he asked Smurf if he had a gun on him. He said Smurf pulled out a small handgun that accidentally discharged. The bullet struck him in the arm.
The victim then gave investigators a detailed description of Smurf and of his bicycle.
Strain's office said Tuesday that the victim initially said the shooting happened on the south shore. He then said it happened in a Slidell area subdivision.
The victim continues to be uncooperative with investigators, according to Strain's office.
