A woman whose sister was killed recently by a vehicle that had no legal right to be on the streets of New Orleans gave tearful remarks Thursday to the city council.

Daphne Cola, a mother of two, was killed by an all-terrain vehicle and her sister, Tiffany Cola, wants to make sure it doesn't happen to anyone else.

The accident happened outside of Kermit's Mother-in-Law's Lounge.

The council got an update from the New Orleans Police Department on laws prohibiting the off-road vehicles, which include three-wheelers, four-wheelers and other types of all-terrain vehicles on city streets.

Police said they are already cracking down on people driving the vehicles on city streets and when they are caught the vehicles are seized or impounded.

Cola gave tearful comments to the council about her sister's death. She said she does not want any other family to suffer the pain her family is forced to endure.
