The Desiree Charbonnet for Mayor of New Orleans campaign has just shot another city credit card broadside to the LaToya Cantrell for Mayor campaign today with a press release, claiming that the Councilwoman Cantrell has "even more questions to answer" today as it claims "a large number of specific violations".

Cantrell has objected to the claims of scandal, stating that she has gone over and above what was required in the handling of the credit card reimbursements and claiming that the Charbonnet campaign is simply engaging in false attacks and the type of dirty politics the city has been known for in the past.

New Orleans City Councilwoman Latoya Cantrell now has even more questions to answer. The City Council Chief of Staff’s office has released her signed credit card agreement and the policies that accompanied it. They reveal a large number of specific violations by Cantrell.

Below in bold are direct quotations from the signed agreement (full, signed agreement attached) and corresponding Cantrell violations.

V. Cardholder Responsibilities

A. Ensure the procurement card is used only for legitimate city business purposes.
Many of Cantrell's charges were clearly for personal or campaign purposes. She has confessed as much. Some were reimbursed (which does not absolve her of the violation) and some were not (which is even more disturbing). Further, Cantrell's ever-shifting explanations as to the "legitimate city business purpose" of several of her trips and other charges are dubious.

E. Obtain and reconcile all receipts against corresponding bank statement

Cantrell’s reports are missing scores of itemized receipts. For the many that appear to be personal or campaign in nature, she has no evidence to suggest they are city business.

“F. Submit reconciled bank statement to Department Liaison along with receipts within 5 days of receipt of the billing statement.”

Cantrell admits to having done reconciliation infrequently, with some illegal charges reimbursed as many as 1,484 days later. In most cases, Cantrell has never fully reconciled the statements and remains in violation of this policy.

VIII. Prohibited Uses of Procurement Card
Cardholders may not:
Use the procurement card for personal or unauthorized purposes.

Cantrell has purchased many personal items on the card, including many unreimbursed personal items, ranging from magazines in airports to a Christmas turkey, to feminine hygiene products. Many personal purchases remain unreimbursed, in violation of city policy and state law. Though she reimbursed some personal expenses, doing so constituted an admission of violating this policy as well as an illegal personal loan.

Use the Procurement Card to purchase alcoholic beverages…

Credit card statements show numerous purchases of alcoholic beverages on the City Procurement Card.

Use the procurement card to obtain cash, gift card, or certificates in lieu of credit

Cantrell used the procurement card on at least one occasion (possibly more) to purchase gift cards. On July 14, 2016, she purchased a Chik-fil-A gift card using the Procurement Card.

Cantrell further used the credit card to obtain approximately $600 CASH in San Francisco, as reported by WWL’s David Hammer. This is a violation of the law and Council policy

7. Refuse and/or fails to provide Department Liaison with required receipts.

Cantrell has made numerous purchases without providing required receipts.

Charbonnet campaign senior media advisor Kevin Stuart commented, “Every day, this looks more and more like we’re seeing the next big corruption case unfold before our eyes in real time. Overseas trips, personal purchases, thousands of dollars in purchases without receipts—we’ve seen this all before. These violations depict a pattern of abuse in excess of what has resulted in convictions, resignations, and even jail time for other politicians. It is theft.”
