Louisiana Demos Criticize Tucker For Hiring GOP DC-Based Firm for Redistricting Review

The Louisiana Democratic Party has posted an article on its own website featuring a story from  the NewsTimes that Louisiana Democratic Party is criticizing Republican Louisiana House Speaker Jim Tucker for hiring a “Washington, D.C.-based firm with ties to the GOP to guide the state House redistricting plan to the U.S. Justice Department for review.”

According to the article, “Tucker, R-Terrytown, said a contract with Holtzman VogelPLLC wasn't final, and he didn't provide a projected cost. He said the money will come from the state House budget.”

The article also cites that ‘The managing partner of Holtzman Vogel is chief counsel to the Republican National Committee, and another member of the firm was deputy general counsel to the Bush-Cheney campaign during the 2004 election cycle.

On Thursday, Bayoubuzz reported thatthe Louisiana Legislative Black Caucus announced it was requesting the Department of Justice not preclear the redistricting plan.  The caucus issued a statement claiming that Governor Bobby Jindal and members of the legislature "decided that partisanship and incumbent protection were more important than complying with the Voting Rights Act of 1965" and that it (the LLBC) "intends to work with the United States Department of Justice to urge them against preclearance"

The NewsTime also reported that House Clerk Alfred "Butch" Speer said he believed failure to create a 30th minority district in the 105-member House could be considered discriminatory and could jeopardize approval by federal officials under the Voting Rights Act. Tucker supported 29 minority districts instead, and a lawyer with Holtzman Vogel advised Louisiana lawmakers that the 29 seats would meet requirements.
