James "Buddy" Caldwell, Louisiana's attorney generam l is asking a federal judge to rule that the owner of the Deepwater Horizon Transocean drilling rig is liable for some of the oil that gushed out of a blown-out well on the bottom of the Gulf of Mexico.  the action is in the form of a "declaratory relief".

Although the AG office filed,  on Tuesday, a lawsuit against rig owner Transocean and although it  doesn't seek to recover any costs or damages resulting from the  oil spill, it requests the judge to rule that Transocean bears some liability for the underwater spill under the Oil Pollution Act.

Transocean has made attempts to reduce liability for the spill.
